CanPac Minerals Limited near Coleman was the mining arm of the Canadian Pacific Railway which had invested $2 million in a coal exploration program in the area. The company leased 36,000 acres of land and harvested 40 million tons of coal, sufficient to provide a 15-year contract of two million tons a year and was looking for another 20 million tons of recoverable coal to provide three million tons of production a year.
