The operation was a union of HaiCo Manufacturing Ltd. And the Blood Indians with the Bloods owning the $1.1 million plant assets and HaiCo supplying the $1 million operating capital. The provincial government supplied $200,000 for extras. HaiCo was to manage the plant for five years.
