The program contains greeting from various dignitaries and officials, lists of officals at the national and provincial Black Belt Associations, a program of events and the names and photographs of every competitor in the national championships. Also included is a chart of tournament terms and referee hand signals, the rules of the tournament, and a short history and general information about Kodokan Judo. On the back page are the names and reponsibilities of the people who formed the Tournament Committee.
