David Carpenter spent much of his life in Lethbridge, where he received both his primary and secondary education. He went to pursue a career as a chartered accountant, serving as president of the Lethbridge Chartered Accountants Association and as a member of the Student Education Committee of the Alberta Institute of Chartered Accountants. In 1977, Carpenter announced his candidacy for municipal office and was elected as an alderman later that year. He served in this role until 1986 when he successfully ran for mayor of Lethbridge. Carpenter remained in office as mayor until his retirement in 2001. Following his municipal career, Carpenter was appointed as a senior administrator with Alberta Health Services in 2015. In recognition of his public service, he was awarded the Senat 150th Anniversary Medal in 2017. The Railway Relocation Project, later known as the “CentreSite Project,” involved the removal of Canada Pacific Railway (CPR) tracks and facilities from the centre of Lethbridge and the redevelopment of the land for commercial and non-commercial uses. Initiated following the 1974 Federal Relocation and Crossing Act, the project brought together municipal, provincial, and federal governments, as well as the CPR through marathon Realty. Planning and preparation took place between 1975 and 1980, culminating in approved agreements and the creation of a development agency. Subsequent phases from 1980 to 1994 focused on site clearance, infrastructure changes, and the sale and development of land parcels, resulting in a transformed urban landscape.
