History Biographical
In February 1980, the Province of Alberta established the “Urban Parks for the Future” program, providing municipalities including Lethbridge with direction, development, operation and maintenance of urban parks. The program was developed on the basis of the provincial proposal document “Urban Parks for the Future” (1979 – 1980), prepared by Alberta Recreation and Parks, which outlined urban park development for several Alberta municipalities: Lethbridge, Grande Prairie, Lloydminster, Medicine Hat, and Red Deer. The document established the rationale for urban park development near major population centres and set out a cost-sharing formula between the Province and the municipalities. XXX The City of Lethbridge established an Urban Parks Program and initiated the preparation of an Urban Parks Project. The Office was established in 1982 with a Project Director, Citizens Advisory Committee, and Technical Committee to oversee the work. The project engaged consulting firms Lombard North Group and Reid Crowther & Partners Limited to prepare the Master Plan, and Marshall Macklin Monaghan to prepare a Historical Interpretive Master Plan. In parallel with the planning process, a systematic archaeological survey of the proposed park lands was conducted in compliance with the Alberta Historical Resources Act, resulting in the identification and recording of both prehistoric and historic sites within the study area. XXXXXXThe total capital budget for the project was $11,640,000, with provincial funding totaling $21,525,930. The project encompassed the Oldman River valley lands within the City of Lethbridge, including Indian Battle Park, Fort Whoop-Up, the Nature Reserve\Helen Schuler Coulee Centre, Henderson Lake Park, the proposed River Valley Golf Course, Southwest Valley Park, and Riverine Park, as well as the Sir Alexander Galt Museum and Archives as the primary hub for historical interpretation throughout the park system.
