DURING THE YEAR PRIOR, MUSEUM TECH KEVIN MACLEAN SPOKE TO NEARLY A DOZEN RETIRED AND SERVING OFFICERS IN ADDITION TO FORMER CIVILIAN DISPATCHER ANNE TODD AND CITY ELECTRIC DEPARTMENT EMPLOYEE BILL STANTON. WRITTEN SOURCES INCLUDED THE LETHBRIDGE HERALD, ANNUAL POLICE CHEIF REPORTS AND THE BADGE AND THE BLOTTER. FOR AN IN DEPTH HISTORY OF THE RADIO, PLEASE REFERENCE THE PERMANENT FILE. AMONG ALL THE TOOLS USED BY POLICE TO CONDUCT THEIR WORK, FEW ARE AS SIGNIFICANT AS THOSE CALLED UPON WHEN POLICE NEED TO COMMUNICATE. FROM THE 1920S UNTIL THE MID-60S, “BEAT” PATROL OFFICERS WERE DEPENDENT ON A HANDFUL OF STREET-BASED “SIGNAL LIGHTS” AS THEIR SOLE MEANS OF POLICE COMMUNICATION (REF. ARCHIVAL PHOTO P19800122010-GP). CONTROLLED BY A SWITCH PANEL IN THE POLICE STATION, THE RED AND GREEN SIGNAL LIGHTS COMMUNICATED AN ELABORATE CODE TO PATROLMEN ON THE CENTRAL (1ST TO 6TH AVENUES BETWEEN 5TH AND 9TH STREETS) AND WEST (1ST TO 6TH AVENUES WEST OF 5TH STREET) BEATS. DEPENDENT ON THE LIGHTS’ ILLUMINATED COLOUR(S) AND SOLID-LIT OR FLASHING STATE, POLICEMEN KNEW IF THEY OR OTHERS WERE TO IMMEDIATELY PHONE THE STATION FROM ANY NUMBER OF HOTELS OR 24-HR BUSINESSES. IN 1952, THE FORCE INSTALLED ITS FIRST 2-WAY RADIOS IN ITS THREE TRAFFIC PATROL VEHICLES. SEVEN YEARS LATER, A CAMPAIGN WAS LAUNCHED TO ACQUIRE AND EVALUATE HANDHELD RADIOS AND, BY 1965, ALL MEMBERS, INCLUDING THOSE WALKING THE “BEATS”, HAD IMMEDIATE RADIO CONTACT WITH THE STATION. THIS SECOND GENERATION REMOTE RADIO UNIT (MOTOROLA) WAS ACQUIRED IN THE EARLY 60S AND FEATURED NEW SEMI-CONDUCTOR TECHNOLOGY. FROM THE STATION, AUDIO SIGNALS WERE SENT OUT VIA LANDLINE TO A MOTOROLA TRANSMITTER/ RECEIVER LOCATED ON THE TOP OF THE LETHBRIDGE WATER TOWER ON MAYOR MAGRATH DRIVE. FROM THERE, THE SIGNAL WAS TRANSMITTED THROUGH THE AIR TO VEHICLE-BASED OR HANDHELD 2-WAY RADIOS. ANN TODD WAS HIRED BY THE CITY POLICE FORCE IN 1962 AS A CLERK/ STENOGRAPHER. OVER THE YEARS, SHE OPERATED THE MOTOROLA RADIO (REF. PHOTO IN ARCHIVES COLLECTION), BUT WAS RESTRICTED TO ACKNOWLEDGING AND TRANSMITTING ONLY THE SIMPLEST OF MESSAGES. THE COMPLAINTS DESK CONSTABLE WAS THE PRIMARY USER OF THE RADIO, DISPATCHING CARS AND RECEIVING REPORTS. IN 1975/76, THE “RADIO ROOM” AND THE MOTOROLA RADIO WERE REPLACED BY A “COMMUNICATIONS CENTRE” WHICH, WAS SITUATED ACROSS THE HALL FROM THE COMPLAINTS DESK. NEW CENTRE EQUIPMENT INCLUDED A SWITCHBOARD, A REEL-TO-REEL INCOMING CALL RECORDER, A CANADIAN POLICE INFORMATION CENTRE (CPIC) COMPUTER AND A “DEAF PHONE” IN ADDITION TO MONITORING INTERNAL CCTV CAMERA MONITORS (REF. STEEL HALLIGAN RESCUE TOOL / HALLIGAN BAR / CROWBAR. SILVER COLOURED METAL. ONE END HAS A CLAW WITH A RECESSED NAIL PULLER, WHILE THE OTHER END HAS A DUCKBILL BLADE (OR ADZE) AND A PICK. THE CLAW IS 17.4CM LONG AND IS EMBOSSED WITH: "PARATECH USA 017120 C I" (THE 'C' IS ACTUALLY A COPYRIGHT SYMBOL). THE HANDLE PORTION OF THE TOOL HAS TWO GRIPS, ONE NEAR THE CLAW AND THE SECOND NEAR THE BLADE AND PICK. THE UNDERSIDE OF THE BLADE IS EMBOSSED WITH: "PARATECH USA 017038 C K" (AGAIN, THE 'C' IS A COPYRIGHT SYMBOL). STAMPED INTO THE HANDLE, TO THE CLAW SIDE OF THE MIDDLE, IS "AMR 7" OVERALL IN FAIR TO GOOD CONDITION. THE BLADE AND PICK ARE VERY RUSTY. THE BLADE HAS A SMALL DENT. THE RUST ON THE BLADE AND PICK IS WORSE, BUT THE CLAW END IS ALSO VERY RUSTED. SURFACE RUST ALL OVER THE HANDLE.

THIS HALLIGAN RESCUE TOOL / HALLIGAN BAR / CROWBAR WAS USED BY THE LETHBRIDGE FIRE DEPARTMENT. IN A WRITTEN STATEMENT PROVIDED AT THE TIME OF DONATION, JESSE KURTZ, DEPUTY CHIEF – SUPPORT SERVICES (RETIRED), EXPLAINED THAT THE HALLIGAN TOOL IS A “FORCIBLE ENTRY OR EXIT TOOL USED TO FORCE ENTRY INTO A BUILDING AND ALSO USED FOR FIREFIGHTERS TO FORCE ENTRY OUT OF A BUILDING WHEN STRAPPED. THIS ONE IS STEEL; [NOW] WE HAVE SOME THAT ARE MADE OF TITANIUM AND ARE MUCH LIGHTER.” IN THE SUMMER OF 2015, COLLECTIONS TECHNICIAN KEVIN MACLEAN, CONDUCTED A SERIES OF INTERVIEWS WITH CURRENT AND FORMER MEMBERS OF THE FIRE DEPARTMENT, INCLUDING: CLIFF “CHARLIE” BROWN (HIRED IN 1966, RETIRED 2004), RAYMOND “RAY” PETIT (HIRED 1965, RETIRED 1998), AND TREVOR LAZENBY (HIRED IN 1994). BROWN CALLED IT “JUST ANOTHER FANCY PRY BAR … [THAT] WAS [ON THE TRUCK] WHEN I LEFT.” PETIT AGREED, CALLING IT “A BREAK IN TOOL. IF YOU WANT TO BREAK INTO A HOUSE … CRASH A DOOR, WINDOWS, PRY A DOOR OPEN, JUST A NICE TOOL … I CALL IT THE HOUSE BREAKING TOOLS.” LAZENBY EXPANDED: “THIS GETS USED ALL THE TIME … WHEN IT COMES TO … FORCIBLE ENTRY AND FINDING A MEANS OF EGRESS AND NEEDING A TOOL OF CHOICE, THIS IS PROBABLY THE GO-TO TOOL. YOU CAN PUNCTURE, YOU CAN PRY, YOU CAN BREAK … THERE’S JUST SO MANY USES FOR THIS.” HE CONTINUED: “THE ONLY DRAWBACK WITH THE … OLDER GENERATION HALLIGAN BARS WAS JUST THE FACT THAT THEY WERE JUST SO HEAVY, BUT THE NEWER GENERATION ARE TITANIUM, AND GROSSLY EXPENSIVE BECAUSE OF THAT, AND SO WE DO HAVE A COUPLE OF TITANIUM MODELS BUT OVERALL WE STILL HAVE STEEL ONES ON THE TRUCK FOR THE MOST PART, SO THIS IS ONE OF THE TOOLS THAT WE STILL USE ALL THE TIME. IT COMES OFF THE TRUCK CONSTANTLY.” LAZENBY CONTINUED FURTHER, RELAYING AN INSTANCE WHEN THE HALLIGAN WAS VERY USEFUL: “WE RESPONDED ON AN EMS CALL FOR SOMEONE WHO WAS UNABLE TO ANSWER THE DOOR BECAUSE OF THEIR CONDITION. SO WHEN WE ROLLED UP TO THE HOUSE, THEY HAD A MASSIVE BLACK WROUGHT IRON GATE. IT WAS A SECURITY GATE THAT WAS BOLTED TO THE FRONT OF THAT STRUCTURE OVER THE FRONT DOOR AND WE HAD NO ACCESS, THE WINDOWS WERE BARRED AND EVERYTHING ELSE, WE HAD NO ACCESS INTO THAT STRUCTURE … WE GRABBED WHAT WE NOW KNOW AS THE ‘SET OF IRONS’ AND I HAD THE FLAT HEAD AXE AND MY PARTNER TOOK THE HALLIGAN TOOL AND WE SLIPPED THE FORK IN OVER TOP OF THE BOLTS THAT WERE BEING USED AROUND BASICALLY THE BRICK MOLDING THE FRAME OF THE DOOR AND I STRUCK THE BLADE END UP HERE AND WE WERE ABLE TO ACTUALLY FORCE THE FORK DOWN UNDERNEATH THE BOLT, BETWEEN THE BOLT AND THE WOOD, AND ONE QUICK PRY AND … WE POPPED FOUR BOLTS OFF IN LESS THAN SIXTY SECONDS AND WE WERE INSIDE THE HOUSE. SO I KIND OF WONDERED UP UNTIL THAT POINT ABOUT THE EFFICIENCY OF IT, BECAUSE IT’S NOT SOMETHING THAT WE WANT TO GO AROUND BREAKING THINGS, AND IT UNDERSCORED THE IMPORTANCE OF THE USES AND HOW EFFICIENT THAT TOOL IS ON THE FIRE GROUND. THIS GICLEE WAS CREATED BY LEON KEEPING ON JUNE 11, 2012 AND IS EDITION NUMBER 54 OF AN EDITION SIZE OF 300. ACCORDING TO A DOCUMENT, CREATED BY DANA TERRY, DEPUTY CHIEF – FIRE AND EMS OPERATIONS, LETHBRIDGE FIRE AND EMERGENCY SERVICES IN JUNE 2012, IT WAS CREATED TO CELEBRATE THE 100TH ANNIVERSARY OF THE LETHBRIDGE FIRE DEPARTMENT’S “ROLE AS AN INTEGRATED EMS SERVICE AND ALSO MARKS THE DEPARTMENT’S 126TH YEAR PROVIDING FIRE SUPPRESSION.” THIS DOCUMENT HIGHLIGHTS SOME OF THE HISTORY OF THE LETHBRIDGE FIRE DEPARTMENT, EXPLAINING THAT “IN 1886 [AS] THE LETHBRIDGE FIRE BRIGADE (LATER CHANGED TO ‘DEPARTMENT’ IN 1914) [BEGAN] TO OPERATE AS A VOLUNTEER ‘BUCKET BRIGADE’. IN 1909 IT BECAUSE A FULL TIME FIRE DEPARTMENT WITH TEN MEMBERS; SEVEN FIREFIGHTERS, A LIEUTENANT, A CAPTAIN, AND THE CHIEF.” THE DOCUMENT ALSO SPELLS OUT THE CREATION OF AMBULANCE SERVICES IN LETHBRIDGE: “PRIOR TO 1912 THE GALT HOSPITAL PROVIDED AMBULANCE SERVICES TO THE COMMUNITY OF LETHBRIDGE. THE OPERATION OF THE AMBULANCE SERVICE BECAME A COMMUNITY CONCERN DUE TO EXTENDED RESPONSE TIMES BECAUSE OF THE NEED OF A DOCTOR’S CERTIFICATE TO TRANSPORT A PATIENT. THE DEATH OF JOE BIRNEY IN 1910 AT ELLISON MILLING COMPANY BROUGHT THIS TO A HEAD AND ON JUNE 22, 1912 CITY LEADERS DECIDED TO PASS THE AMBULANCE SERVICE TO THE FIRE DEPARTMENT BECAUSE IT WAS THOUGHT THEY WOULD BE ABLE TO PROVIDE RELIABLE AND TIMELY RESPONSE.” SEE PERMANENT FILE FOR ADDITIONAL INFORMATION AND THE CERTIFICATE OF AUTHENTICITY.

IN THE CENTER OF COLLAGE IS THE LETHBRIDGE POLICE SERVICE CREST. BOTTOM LEFT OF COLLAGE IS SIGNED "CATHERINE ANN ABEL 2002". BELOW COLLAGE A GOLD PLAQUE IS PAINTED THAT READS "LETHBRIDGE POLICE SERVICE CENTENNIAL 1902-2002". BELOW THIS IS PICTURED THE HIGH LEVEL BRIDGE WITH A TRAIN COMING ACROSS AND A CANADIAN FLAG ON THE LEFT AND AN ALBERTA FLAG ON THE RIGHT" BOTTOM LEFT OF PRINT IS NUMBERED IN PENCIL "PP 1/10" AND BOTTOM RIGHT IS SIGNED IN PENCIL "CATHERINE ANN ABEL". 2. FACT SHEET. 43.2(L) X 28.0(W). A SINGLE SHEET OF LIGHT BEIGE PAPER, WITH BLACK PRINT ON ONE SIDE. AT TOP READS "LETHBRIDGE POLICE SERVICE CENTENNIAL 1902-2002" ALONG WITH THE LETHBRIDGE POLICE SERVICE CREST. GIVES AN OUTLINE SKETCH OF PRINT AND FACTS ON THE ARTIST AND HISTORY OF THE LETHBRIDGE POLICE FORCE. PRINT AND FACT SHEET ARE IN A CLEAR PLASTIC SHEATH.

ITEMS WERE PRODUCED FOR THE LETHBRIDGE POLICE SERVICE IN ASSOCIATION WITH THE CENTENNIAL ANNIVERSARY OF THE FORMATION OF THE LETHBRIDGE POLICE FORCE IN 2002. THE GALT MUSEUM SUPPORTED TWO CELEBRATORY FUNCTIONS BY PROVIDING A DISPLAY OF POLICE ARTIFACTS AT THE LETHBRIDGE LODGE HOTEL. THIS PAINTING WAS COMMISSIONED BY THE LETHBRIDGE POLICE SERVICE, TO DEPICT ITS EVOLUTION FROM FORMATION TO THE PRESENT DAY (2002). THE DEVELOPMENT OF THE FINISHED PAINTING WAS A COLLABORATIVE EFFORT BETWEEN CANADIAN HERITAGE ARTIST CATHERINE ANN ABEL AND POLICE REPRESENTATIVE CONSTABLE GEORGE CARSCADDEN. SHE PURSUED FORMAL TRAINING FROM THE VANCOUVER SCHOOL OF ART, THE PITTSBURGH ART INSTITUTE AND DISNEY INSTITUTE IN FLORIDA, AS WELL AS BY APPRENTICESHIP. CATHERINE HAS RECEIVED AWARDS, SCHOLARSHIPS, AND MUCH RECOGNITION FOR HER ACCOMPLISHMENTS. BEGINNING HER CAREER AS A DIVERSIFIED FREELANCE ARTIST, SHE WAS LATER EMPLOYED BY CBC TV AS A GRAPHIC DESIGNER AND COURTROOM SKETCH ARTIST. SHE HAS ALSO TAUGHT A VARIETY OF ART PROGRAMS. TODAY, SHE IS KNOWN AS A CANADIAN HERITAGE ARTIST, SPECIALIZING IN HISTORICALLY ACCURATE WATERCOLOR PORTRAYALS OF HERITAGE BUILDINGS. CATHERINE CURRENTLY PURSUES HER LOVE OF FINE ART FROM HER HOME STUDIO IN LETHBRIDGE, ALBERTA AND HAS SOLD OUT SEVERAL SELF-PUBLISHED PRINT EDITIONS OF HER WORK". NAVY BLUE BASEBALL HELMET WITH A PLEXIGLASS FACE SHIELD, MARKED "POLICE" IN LARGE WHITE LETTERS ACROSS THE FRONT ABOVE THE BRIM. ALSO HAS A NAVY BLUE VINYL NECK STAP ATTACHED TO SIDES OF HELMET. EMBOSSED ON THE UNDERSIDE OF THE BRIM "AMERICAN BASEBALL CAP MEDIA. PENNA. U.S. PAT. NO. 186759". BLACK FOAM PADDING IN THE INTERIOR IS DETERIORATING & FLAKING. LIKE NEW.
