History / Biographical
Vern (Vernon) Decoux was born January 18, 1920 in Blairmore, Alberta. During WWII, he served in the #13 District as a sergeant instructor and was stationed in Camrose and Calgary. He also served with the Princess Patricia Canadian Light Infantry (commando rifles). On December 26, 1942, Vern married Florence (nee Taggart) in Hillcrest, Alberta. Vern and Florence had three children, a son Bruce, and 2 daughters, Gini and Susan. Vern was the Crowsnest Pass correspondent with the Lethbridge Herald from 1950 to 1985. He did news stories, took photographs, dealt with circulation, sold advertising, and looked after all of the region’s newspaper carriers. Throughout the years, he was an active member of a variety of clubs and organizations in the Crowsnest Pass. He was a member of the Elks for 48 years, acting as Exalted Ruler with the club for many years. He was also a member of the Lions Club (and received the Melvin Jones Fellow Award), the Knights of Columbus, and the Blairmore Legion. He was also a member of the Alberta Professional Photographers Association. Vern was also a Roman Catholic.
Custodial History
The vast majority of the images were created by Vernon Decoux, donor’s father, in a professional capacity as a photographer and owner of a photographic studio in Blairmore. After Vern’s death in April 2000, the materials were kept in his wife’s residence. In 2015, when Florence Decoux passed away, the materials came into the possession of their son, Bruce Decoux.

History / Biographical
On 6 November 1978 the World Citizens Centre opened its office, operating out of a space in Southminster Church located on 1101 4th Avenue South in Lethbridge. Earlier that year, in July a proposal for a new Third World Learner Centre in Lethbridge called the Family of Man Centre was submitted to the Alberta Committee for International Co-operation (A.C.I.C.) and was approved. That August the first Board of Directors was elected from the organizing committee and one of their first decisions was to change the name to Lethbridge World Citizens Cross-Cultural Centre which the group felt to be less sexist. The initial general meeting was held 25 October 1978 with the first AGM (Annual General Meeting) held in May 1979. By-laws were written and the centre was incorporated 1 February 1979. That year they began publishing a monthly newsletter, which in the 1990s would change its name to “Global Ink.” Early activities included participation in the Ten Days for World Development program in February 1979 and set the model for the centre’s strategy of working within existing service organizations, both secular and religious. Early board members represented various church and community groups as well as the University of Lethbridge. The centre acted as a tool for educators and provided a resource library with books, teaching kits and audio-visual presentations on international development, cultural awareness and global studies. An anti-racism initiative, The Tapestry Project, sought to educate teachers so they could better teach their students. Courses were also offered through the Lethbridge Lifelong Learning Association of which the World Citizens Centre was a member organization. The centre was also involved on varying levels with a number of other local and provincial organizations including the Development Education Coordinating Council of Alberta (DECCA), the Alberta Council for Global Justice, the Oposkaa’sin Early Intervention Society, Southern Alberta Professional Development Consortium and Lethbridge Immigrant Settlement Association (L.I.S.A.) to name a few. In addition to providing a resource for development education through the Learner Centre, the World Citizens Centre was involved several popular events, most notably the International Film Festival and the International Dinner. By 1995 federal cuts to the Canadian International Development Agency (CIDA) from which the centre received significant funding caused the centre to shift its focus to project-based grant funding. For a few years the centre managed on a project-to-project basis, but by 2000 it was forced to close its doors.
