SAUTER WAS PROMOTED TO THE RANK OF SERGEANT ON OCT 21, 1996 AND WAS PLACED IN ADMINISTRATIVE SERVICES AS THE TRAINING SERGEANT. THIS STYLE OF LETHBRIDGE POLICE UNIFORM SHIRT WAS IN USE BETWEEN 1995 AND 2004. ACCORDING TO AN ARTICLE IN THE FEBRUARY 22, 1996 ISSUE OF THE LETHBRIDGE HERALD, THE LETHBRIDGE POLICE DEPARTMENT TRANSITIONED FROM LIGHT BLUE TO DARK NAVY SHIRTS THAT YEAR TO REFLECT CHANGING TRENDS AND FURTHER DIFFERENTIATE OFFICERS FROM OTHER UNIFORMED OCCUPATIONS SUCH AS COMMISSIONAIRES AND POSTAL WORKERS. THE SHOULDER PATCHES ON THIS SHIRT READ “LETHBRIDGE POLICE”, DEMONSTRATING THAT THE SHIRT PREDATES THE DECEMBER 2004 UNVEILING OF THE LETHBRIDGE REGIONAL POLICE CREST, WHEN COALDALE WAS ADDED TO THE LETHBRIDGE POLICE JURISDICTION. THE BAND HAS A 0.5 CM WIDE DECORATIVE EDGING. THE CROWN IS PADDED. ALONG THE TOP EDGE OF THE VISOR ARE TWO GOLD FABRIC RIBBONS, 30.5 CM AND 18.5 CM IN LENGTH. THE SHORTER ONE IS ATTACHED TO THE LONGER ONE BY THE TWO LOOPS. THE LONG RIBBON IS ATTACHED TO THE HATBAND WITH A BRASS BUTTON FASTENER AT EACH END. TO THE CENTRE OF HAT IS A BRASS CAP BADGE. THE HAT WORN BY CAM HUTCHINSON-MACLEAN, AS PART OF HIS UNIFORM WHEN HE WORKED CRASH RESCUE FOR TRANSPORT CANADA. HE BEGAN HIS CRASH RESCUE SERVICE IN EDMONTON IN 1981 BEFORE BEING TRANSFERRED TO KENYON FIELD (LETHBRIDGE AIRPORT) IN 1985. MR. HUTCHINSON-MACLEAN LEFT THE SERVICE IN 1989 HOLDING THE RANK OF FIRE RESCUE 3 (CAPTAIN). THE HAT IS IMPORTANT BECAUSE THE FIRE DEPARTMENT IS NO LONGER STATIONED AT THE AIRPORT.

HISTORY OF K-9 UNIT: BEFORE 1979 THERE WAS NO CANINE UNIT IN THE LETHBRIDGE POLICE SERVICE BECAUSE DOGS WERE NOT YET RECOGNIZED AS THE IMPORTANT AND USEFUL TOOLS THAT THEY ARE TODAY. IN 1979, THIS CHANGED WHEN DAVE HASTIE TRAINED THE DOG Q-MAX IN CASCADE COUNTY, MONTANA. THIS COMMENCED THE TRAINING OF DOGS FOR SERVICE IN THE POLICE UNIT, AND WITHIN FOUR YEARS THERE WERE FOUR DOGS ON THE FORCE; QUANTO IN 1980, TRAINED BY JOHN RAFTE; SORKO IN 1981, TRAINED BY BILL KAYE; AND ZEUS IN 1983 TRAINED BY GERRY HERASEMLEK. THE CANINES THAT SERVE IN THE LETHBRIDGE POLICE SERVICE ARE TRAINED IN A NUMBER OF AREAS, INCLUDING TRACKING, SEARCHING FOR EVIDENCE, AGILITY, CRIMINAL APPREHENSION, AND OBEDIENCE. THE DOGS ALSO COMPETE IN CANINE COMPETITIONS THAT ARE HELD IN BOTH LETHBRIDGE AND MONTANA, WITH THE COMPETITORS COMING FROM ALL OVER CANADA AND THE UNITED STATES. TOGETHER THE DOGS AND OTHER OFFICERS COMPETE IN TRIALS SIMILAR TO THE DUTIES THEY PERFORM IN EVERYDAY SERVICE. THE LETHBRIDGE CANINE UNIT FREQUENTLY PLACES IN THE TOP RANKS AT THESE DOG TRIALS. IN 1986 THE LETHBRIDGE CANINES AND HANDLERS WERE THE CANADIAN NATIONAL CHAMPIONS. SINCE THEN, THE UNIT HAS EXPERIENCED CONTINUED SUCCESS. TRAINING OF THE DOGS USED IN POLICE SERVICE IS DONE LOCALLY ON THE TRAINING GROUNDS LOCATED SOUTH OF LETHBRIDGE. THE DOGS BEGIN THEIR TRAINING WHEN THEY ARE ONE YEAR OLD, AND THIER FIRST SESSION IS FOURTEEN WEEKS IN DURATION. DOGS IN POLICE SERVICE WORK EXCLUSIVELY WITH ONE OFFICER, WITH WHOM THEY ALSO LIVE. FOLLOWING INFORMATION RESEARCHED AND COMPILED AS PART OF A POLICE CHAPLAINCY EXHIBIT IN 2008, CALLED BADGE MEETS BIBLE. AT THE TIME, FORMER CHAPLAINS RON BUTCHER AND VERN (TIM) HUNTLEY WERE SPOKEN TO IN ADDITION TO FORMER POLICE CHIEF TERRY WAUTERS. MUCH INFORMATION WAS SOURCED FROM HERALD ARTICLES, DATING TO THE 1970S. JACKET WORN BY SALVATION ARMY CAPTAIN LEN VIRTUE. VIRTUE SERVED AS THE FORCE’S CHAPLAIN FROM 1991 TO 1993 AND WAS THE FIRST CHAPLAIN TO BE ISSUED A UNIFORM. FORMER POLICE CHIEF TERRY WAUTERS OUTFITTED VIRTUE IN ORDER THAT THE HE AND FUTURE CHAPLAINS WOULD BE IDENTIFIED AS FORCE MEMBERS. THIS UNIFORM STYLE WAS REFERRED TO BY FORMER CHAPLAIN TIM HUNTLEY (1994 TO 1997) AS THE CHAPLAINS’ “EVERYDAY WORK UNIFORM” AND WAS WORN ON POLICE ‘RIDE-ALONGS’ AND AT EMERGENCY SITES – PLACES WHERE VISUAL IDENTIFICATION WAS IMPORTANT. THE CHAPLAINS WERE ADDITIONALLY ISSUED A FORMAL DRESS UNIFORM FOR WEAR AT CEREMONIAL EVENTS. FOR OVER TWO DECADES, THE LETHBRIDGE POLICE FORCE OPERATED A CHAPLAINCY PROGRAM SIMILAR TO THAT OFFERED IN ALBERTA’S CORRECTIONAL SYSTEM. CHAPLAINS APPOINTED TO THE FORCE WERE RECOGNIZED AS HONORARY MEMBERS AND EVENTUALLY WORE THE FORCE’S UNIFORM. ITS FIRST CHAPLAINS, CATHOLIC PRIEST FATHER FRANK MCCARTY AND SALVATION ARMY CAPTAIN RON BUTCHER, WERE CONCURRENTLY APPOINTED IN 1973. FATHER MCCARTY WAS THE LONGEST SERVING CHAPLAIN ON THE LETHBRIDGE CITY POLICE FORCE, RECEIVING A 10 YEAR LONG SERVICE MEDAL FROM THE POLICE IN 1983. DESCRIBED AS A “GRUFF, ROUGH OLD BOSTON IRISHMAN” WITH A HEART AS BIG AS THE ROCKY MOUNTAINS, THE CATHOLIC PRIEST PREFERRED HIS CHAPLAINCY ROLE WITH THE POLICE AND THE LETHBRIDGE CORRECTIONAL CENTRE OVER WORKING WITH A CHURCH CONGREGATION. HIS DEATH IN 1985 WAS THE RESULT OF A FALL SUFFERED WHILE PERFORMING HIS DAILY ROUNDS AT THE POLICE STATION AT AGE 76. SALVATION ARMY CAPTAIN RON BUTCHER WAS APPOINTED AS A POLICE CHAPLAIN IN 1973 AND SERVED UNTIL 1979. IN 2008 HE COMMENTED THAT HE “WALKED A FINE LINE AS CHAPLAIN” DUE TO THE NEED TO BE TRUSTED BY BOTH THE POLICE AND PERSONS UNDER ARREST. TO GAIN THE RESPECT OF THE POLICE, BUTCHER STATED THAT HE WENT SO FAR AS TO PARTICIPATE IN POLICE SELF DEFENSE TRAINING IN ORDER THAT THE FORCE’S OFFICERS WOULD COME TO KNOW AND RESPECT HIM AS A PERSON. BUTCHER’S ADVOCACY AND COUNSELING SERVICES WERE AVAILABLE TO BOTH POLICE MEMBERS AND ARRESTED ALIKE. POLICE CHAPLAINS WERE UNPAID, AVAILABLE ON REQUEST, 24 HOURS A DAY AND ACCOMPANIED OFFICERS – OFTEN DAILY – WHILE OUT ON PATROL. IN ADDITION TO ATTENDING TO THE SPIRITUAL AND PRACTICAL NEEDS OF PERSONS IN POLICE CELLS, THEY ENGAGED AND COMFORTED PERSONS IN CRISIS, WHETHER IT WAS SOMEONE WHO WANTED TO COMMIT SUICIDE, A VICTIM OF A CRIME OR A FAMILY GIVEN NEWS OF A LOVED ONE’S SUDDEN LOSS. IN 1995, CHAPLAIN TIM HUNTLEY COMMENTED, “I’M (HERE) FOR WHOMEVER THE POLICE FEEL SHOULD HAVE SOMEONE TO TALK WITH, BE IT THEMSELVES, THE VICTIMS OF A CRIME OR THE PEOPLE, OR FAMILIES, OF THOSE UNDER ARREST”. THE CHAPLAINCY PROGRAM WAS DISBANDED IN 1997. IT’S LONGEVITY AND SUCCESS WAS OWED TO THE MUTUAL RESPECT THAT EXISTED BETWEEN THE CHAPLAINS AND THE OFFICERS. THE CHAPLAINS APPRECIATED THE “COOPERATION AND UNDERSTANDING” SHOWN BY THE OFFICERS TOWARDS THEIR WORK – WORK WHICH, MANY FELT, CONTRIBUTED TO THE FORCE’S OVERALL ABILITY TO SERVE THE PUBLIC GOOD. THE DISBANDMENT OF THE CHAPLAINCY PROGRAM IN 1997 MAY HAVE BEEN, IN PART, DUE TO THE FOUNDING OF A VICTIMS’ SERVICES UNIT WITH THE POLICE IN 1991. AT THAT TIME, UNITS OF ITS KIND WERE BECOMING FAIRLY COMMON WITH POLICE SERVICES ACROSS THE COUNTRY. NAVY ZIP UP WINTER COAT WITH ZIP OUT INNER LAYER - 2 PIECES. 1. INNER COAT - NAVY BLUE POLYESTER ZIP-UP COAT. COAT IS FILLED WITH INSULATING LAYER. BOTH SHOULDERS HAVE MATCHING PATCHES THAT DEPICT A CROWN OVER A SHIELD SURROUNDED BY LEAVES. TWO BANNERS STATE "LETHBRIDGE" AND "REGIONAL POLICE". UNDERNEATH THE BOTTOM BANNER IS A BEAVER. BELOW THAT IN COLD STITCHING IS "POLICE, LETHBRIDGE". A CANADIAN FLAG IS EMBROIDERED ON THE BOTTOM OF THE PATCH. THE WAIST IS ELASTICIZED WITH A VENT ZIPPER ON EITHER SIDE. JUST ABOVE WAIST IN FRONT OF COAT ARE TWO FLAP POCKETS WITH VELCRO CLOSURE. INSIDE TAG MARKED "TRIUM". 80.0 CM LONG BY 88.5 CM WIDE. 2. OUTER COAT. NAVY, ZIP-UP NYLON COAT. FRONT ZIPPER HAS AN OVERLAPPING SNAP CLOSURE. INSIDE ZIPPER FOR ZIP-IN LAYERS. TO VELCRO FLAPS ON FRONT, ONE MARKED "T. MCKENZIE" IN GOLD EMBROIDERY. THIS JACKET WAS OWNED BY CHIEF OF POLICE (2006 TO PRESENT, 2011), TOM MCKENZIE OF THE LETHBRIDGE REGIONAL POLICE SERVICE (LRPS). ACCORDING TO INSPECTOR BILL KAYE, THIS TYPE OF COAT CAME INTO USE AROUND THE MID TO LATE 1990S. PRIOR TO THAT THEY WERE USING A NYLON PEA COAT. THIS TYPE OF COAT WAS SUPPOSED TO BE MORE VERSATILE SO IT COULD BE USED THROUGHOUT THE YEAR. THE LIGHTER LAYERS COULD BE WORN DURING THE SPRING WHILE THE LAYERS COULD BE COMBINED TO MAKE A WARM COAT IN THE WINTER. THEY ARE STILL USING A SIMILAR TYPE OF COAT BUT IT IS MADE BY A DIFFERENT COMPANY WITH NEWER MATERIALS. TOM MCKENZIE BEGAN WORKING WITH THE LRPS IN 1976 AND WORKED HIS WAY UP THROUGH THE RANKS TO BECOME CHIEF OF POLICE IN 2006. HE SAID, "STARTING OUT AS A CONSTABLE YOU'RE FOCUSED ON GETTING OUT ON THE STREET AND WORKING AND MAKING A DIFFERENCE IN THE COMMUNITY. AS YOU PROGRESS IN THAT YOU TAKE ON NEW CHALLENGES. THIS IS A TREMENDOUS OPPORTUNITY FOR ME TO TAKE ON ANOTHER CHALLENGE... TO GIVE BACK AGAIN TO A COMMUNITY AND TO A SERVICE THAT HAS TREATED ME VERY WELL THROUGHOUT MY WHOLE CAREER. BADGES INDICATE THAT CRAIG WAS A NON COMMISSIONED OFFICER WITH RANK OF SARGEANT, SERVING FOR AT LEAST 10 YRS (2 SERVICE STARS). HE WAS A ROUGHRIDER (RIDING INSTRUCTOR-SPUR BADGE), SERVED IN W.W. I & WAS LIKELY A MARKSMAN WITH REVOLVERS. CRAIG DIED AT AGE 62, OCT. 15 1952 IN LETHBRIDGE. HE JOINED THE ROYAL NORTH WEST MOUNTED POLICE FORCE DEC. 22 1908, DISCHARGED JULY 24 1911. REJOINED FEB. 15, 1915 WITH CALVARY DRAFT FOR W.W.I RETURNED FROM OVERSEAS & AGAIN DISCHARGED ON AUG 29 1922 TO JOIN ALBERTA PROVINCIAL POLICE FORCE. ROYAL CANADIAN MOUNTED POLICE QUARTERLY OBITUARY IDENTIFIES CRAIG HAS HAVING ACHIEVED RANK OF CONSTABLE, ALTHOUGH JACKET INDICATES RANK OF SARGENT. ALSO NOTED ON ORIGINAL CATALOG SHEET IS APPOINTMENT AS RIDING MASTER, THIS IS NOT MENTIONED IN THE OBITUARY. REF: "ROYAL CANADIAN MOUNTED POLICE QUARTERLY" VOL #4, & "UNIFORMS OFCANADIAN MOUNTED POLICE" J.J. BOULTON. WIDOW DONATED UNIFORM IN 1967. BORN IN ARMAUGH, IRELAND IN 1890, JOSEPH CRAIG EMIGRATED TO CANADA AT THE AGE OF SEVENTEEN. IN 1908 HE JOINED THE ROYAL NORTH WEST MOUNTED POLICE AT CALGARY AND FOLLOWING A THREE YEAR TERM, HE WAS DISCHARGED IN 1911. HE REJOINED IN 1915 AND WAS RECRUITED OVERSEAS WITH THE SIBERIAN EXPEDITIONARY FORCE "B" SQUADRON DURING THE FIRST WORLD WAR. AFTER HIS RETURN IN 1919, CRAIG BECAME CHIEF RIDING INSTRUCTOR AT THE LETHBRIDGE BARRACKS. IN 1922, CRAIG TRANSFERRED TO THE ALBERTA PROVINCIAL POLICE BECAUSE HE BELIEVED IT WAS "POLICE WORK", BUT RETURNED TO THE ROYAL CANADIAN MOUNTED POLICE WHEN THE PROVINCIAL FORCE WAS ABSORBED IN 1932. HAVING ACHEIVED THE RANK OF SERGEANT, CRAIG RETIRED FROM THE MOUNTED POLICE THAT SAME YEAR AND SETTLED IN BOW ISLAND AND LETHBRIDGE TO TRAIN AND RAISE POLICE DOGS AND HORSES. IN LETHBRIDGE HE OPERATED CRAIGAVON KENNELS AND RIDING SCHOOL. JOSEPH CRAIG PASSED AWAY IN LETHBRIDGE IN 1952 AT THE AGE OF 52 YEARS.
