FRAME HAS BLACK MATTING AND FLAT GLASS PANE. SKETCH IS OF 1913 POST OFFICE IN LETHBRIDGE. HAS MAPLE LEAF CANADIAN FLAG. IN BOTTOM LEFT HAND CORNER IS ARTIST'S SIGNATURE "JERRY ARNOLD". EDGES AND CORNERS OF FRAME ARE WORN.

THE FOLLOWING INFORMATION ON THE LETHBRIDGE CITY POLICE FORCE CREST WAS EXCERPTED FROM THE FORCE'S 'ORDER OF DRESS POLICY' FROM THE MID-1990S, FOUND IN PERMANENT FILE P19960112001: "THE CITY OF LETHBRIDGE CREST WHICH FORMS THE CIRCULAR CENTRE PORTION OF THE POLICE CREST WAS DESIGNED BY JOHN S. CHIVERS, THE PARISH PRIEST OF ST. AUGUSTINES ANGLICAN CHURCH IN 1906. THE CROWN ABOVE THE COAT OF ARMS SIGNIFIED CANADA'S ALLEGIANCE TO THE BRITISH ROYAL FAMILY. THE CIRCULAR PORTION REPRESENTED THE FOUNDATIONS OF THE CITY'S ECONOMY AT THAT TIME, THOSE BEING TRANSPORTATION, AGRICULTURE, AND COAL MINING. THE DATES 1890 AND 1906 ARE THE DATES OF LETHBRDGE'S INCORPORATION FIRST AS A TOWN AND LATER AS A CITY. THE PANORAMIC VIEW IN THE BACKGROUND PORTRAYS THE MOUNTAINS AND FOOTHILLS. THE LATIN MOTTO 'AD OCCASIONIS JANUAM' MEANS 'GATEWAY TO OPPORTUNITY'. IN 1947 THE LETHBRIDGE CITY POLICE FORCE CREST WAS DESIGNED BY CHIEF CONSTABLE G. HARVEY AND AUTHORIZED BY CITY COUNCIL. IT CONTAINS A RIBBON INSCRIBED WITH THE WORD 'LETHBRIDGE' WHICH IS ARCHED OVER A BEAVER. ABOVE THIS IS A SHIELD CENTRED WITH THE COAT OF ARMS OF THE CITY OF LETHBRIDGE. THE SHIELD IS FLANKED WITH MAPLE LEAFS AND A RIBBON AT THE TOP INSCRIBED 'POLICE'. THE CROWN AT THE TOP SIGNIFIED THE OFFICE OF A POLICE OFFICER AS A LOYAL AGENT OF THE CROWN, HOWEVER OFFICIAL SANCTION TO USE THE CROWN WAS NOT RECEIVED UNTIL 1966, WHEN UPON APPLICATION HER MAJESTY, QUEEN ELIZABETH ii, APPROCED THE USE OF THE ST. EDWARD CROWN ON THE OFFICIAL CREST OF THE FORCE."

JOHN HARVIE WAS A PERSON OF SIGNIFIGANCE IN THE DEVELOPMENT OF ALBERTA'S LAND AND NATURAL RESOURCES. HE SERVED IN A NUMBER OF GOVERNMENT POSITIONS INCLUDING DEPUTY MINISTER OF THE PROVINCIAL DEPARTMENT OF LANDS AND FORESTS. FOR MORE INFORMATION SEE PERMANENT RECORD. *UPDATE* IN 2014 COLLECTIONS ASSISTANT JANE EDMUNDSON CONDUCTED A SURVEY OF ART OBJECTS. THE FOLLOWING BIOGRAPHY OF JOHN HARVIE WAS DEVELOPED WITH INFORMATION FROM THE INTERPRETIVE PANEL PICTURED IN THE PHOTOGRAPH AND HIS LETHBRIDGE HERALD OBITUARY. JOHN HARVIE WAS BORN IN SCOTLAND IN 1887 AND CAME TO CANADA WITH HIS FAMILY IN 1904. HARVIE BEGAN HIS CAREER AS A CLERK WITH THE DOMINION LANDS OFFICE IN LETHBRIDGE. HE ROSE STEADILY IN THE FEDERAL CIVIL SERVICE, AND BY 1928 WAS THE DIRECTOR OF MILITARY AND PUBLIC LANDS. IN 1930, OTTAWA WAS NEGOTIATING THE TRANSFER OF OWNERSHIP OF NATURAL RESOURCES, INCLUDING OIL AND NATURAL GAS, TO THE PROVINCES. ALBERTA PREMIER J.F. BROWNLEE REQUESTED THAT HARVIE ESTABLISH A SYSTEM TO MANAGE THOSE RESOURCES. IN 1931 JOHN HARVIE BECAME DEPUTY MINISTER OF LANDS AND MINES. HIS INNOVATIVE IDEAS, INCLUDING THE OIL AND GAS CONSERVATION BOARD, ASSISTED ALBERTA IN DEVELOPING ITS PETROLEUM RESOURCES. HIS WORK INFLUENCED OTHER PROVINCES AND COUNTRIES INTERESTED IN THE CONSERVATION AND MANAGEMENT OF MINERAL RESOURCES. JUST PRIOR TO HARVIE'S RETIREMENT IN 1952, A RESORT TOWN ESTABLISHED EAST OF BANFF NATIONAL PARK WAS NAMED HARVIE HEIGHTS IN HIS HONOUR. JOHN HARVIE PASSED AWAY IN LETHBRIDGE ON FEBRUARY 6, 1979.
