History / Biographical
Vern (Vernon) Decoux was born January 18, 1920 in Blairmore, Alberta. During WWII, he served in the #13 District as a sergeant instructor and was stationed in Camrose and Calgary. He also served with the Princess Patricia Canadian Light Infantry (commando rifles). On December 26, 1942, Vern married Florence (nee Taggart) in Hillcrest, Alberta. Vern and Florence had three children, a son Bruce, and 2 daughters, Gini and Susan.

Throughout the years, he was an active member of a variety of clubs and organizations in the Crowsnest Pass. He was a member of the Elks for 48 years, acting as Exalted Ruler with the club for many years. He was also a member of the Lions Club (and received the Melvin Jones Fellow Award), the Knights of Columbus, and the Blairmore Legion. He was also a member of the Alberta Professional Photographers Association. Vern was also a Roman Catholic.
Custodial History
The vast majority of the images were created by Vernon Decoux, donor’s father, in a professional capacity as a photographer and owner of a photographic studio in Blairmore. After Vern’s death in April 2000, the materials were kept in his wife’s residence. In 2015, when Florence Decoux passed away, the materials came into the possession of their son, Bruce Decoux.

Personal files of Senator Joyce Fairbairn reflecting her work as a Senator and Cabinet Minister in various community projects in Southwest Alberta.
Senator Fairbairn, the first woman Senator from the Lethbridge area, has been involved in the Southern Albertan community all of her life and has contributed time, money, and love to many causes, organizations, and celebrations in Southern Alberta and Canada.
Joyce Fairbairn was born at the Galt Hospital on November 6, 1939. She grew up in Lethbridge where she got her first experience as a journalist at the Lethbridge Herald while she was still in High School. Fairbairn earned a Bachelor’s Degree in English from the University of Alberta in 1960. Fairbairn then left Lethbridge to attend Carleton University in Ottawa, Ontario where she earned a Bachelor of Journalism in 1961.
After graduation, Fairbairn began working for the Herald’s Ottawa Bureau, the Ottawa Journal, and United Press International in the Parliamentary Press Gallery. Fairbairn was known as one of the first “female newsmen.” She worked as a journalist in Ottawa from 1961-1970 and was the first journalist to report on the new Canadian flag selection as well as covered Jackie Kennedy and President Kennedy’s visit to Ottawa in 1961. The Lethbridge Herald proudly continued to publish her work from 1965-1969.
In 1970 Fairbairn became the Legislative Assistant and, later, the Communications Coordinator for Prime Minister Pierre Trudeau. Fairbairn worked with Trudeau until 1984 when she was appointed to the Senate.
After Fairbairn was appointed to the Senate in 1984 it quickly became clear that she would not be limited to the Red Chamber. Senator Fairbairn quickly became known for attending Southern Albertan milestones, openings, celebrations, and even the occasional cake decorating contest. Senator Fairbairn became well known throughout Southern Alberta because, as one constituent commented, “she cared enough to come”.
Senator Fairbairn also became involved with many organizations and causes such as, the Paralympics, the Calgary Stampede, Books for Babies, and the Alberta Birds of Prey Centre. Fairbairn was present for celebrations in Southern Alberta such as, Lethbridge’s Centennial Celebration, Whoop Up Days, and many University of Lethbridge Convocations. Senator Fairbairn was also an active member of the Lethbridge Therapeutic Riding Association where she adopted a horse named “Dooley”. In 2008 the Lethbridge Therapeutic Riding Association honoured Senator Fairbairn with a lifetime membership.
Senator Fairbairn’s devotion to Canada and the Southern Albertan community was also recognized by many other organizations. In 1990 she was inaugurated into the Kainai Chieftainship, where she received the name Chief Morning Bird Woman. Fairbairn was also made an Honourary Colonel of the 18th Air Defense Regiment, RCA. She was also made a Honourary Air Marshal and frequently attended the International Air Show at Lethbridge, Alberta. In addition, she was awarded with a Honourary Doctorate of Law by the University of Lethbridge in 2003.
While Fairbairn was known for being present in the Southern Albertan community she was also known for her many accomplishments in Parliament. Her career as Senator began as the Vice-Chair of the National Liberal Caucus and the Western and Northern Liberal Caucus until 1991 when she was appointed Co-Chair of the National Campaign Committee. By 1993 Senator Fairbairn was appointed to Privy Council as the first woman to hold the position of Leader of Government. She also became the first Minister with Special Responsibility for Literacy. In 1997 she was appointed the Special Advisor on Literacy to the Minister of Human Resources Development Canada. In addition, Senator Fairbairn was the driving force behind making the Famous Five Honourary Senators and erecting a honourary statue celebrating the Famous Five on Parliament Hill.
Senator Fairbairn retired from the Senate on January 18, 2013.

Arthur Henry Harwood was born in Oxfordshire, England on May 11, 1876. Little is known about his early life except for the fact that at age 13 he apprenticed as a cook and was employed by the Prince of Wales at Sandringham House. He also operated a catering business in Watford, England.
In 1905, at the age of 29, he and his wife and their son, Stephen, immigrated to Calgary, Alberta, after a visitor from that city offered to pay the fare for the family. In exchange, Harwood was to take charge of her Calgary restaurant.
Two years later, the family moved to Pincher Creek where Harwood opened the New Waldorf Hotel for Fred Kanouse, a man who was the partner to John George “Kootenai” Brown.
Harwood opened his own business in Pincher Creek in 1909 which was known as “The Hygenic Bakery and Restaurant”. In 1910 he applied for a homestead in the Twin Butte area between Pincher Creek and Waterton. For several summers he worked in Waterton Lakes National Park, returning each winter to his homestead. In 1908 and 1909, Harwood assisted a Mr. O’Hara, a dominion land surveyor, in laying out the initial lots for what would, in 1910, become the official townsite of Waterton Park.
Harwood soon became friends with John George “Kootenai” Brown, one of the first white settlers in the area. Brown was appointed Forest Ranger-in-Charge (often incorrectly referred to as the park’s first superintendent) in 1911 and was the man in charge of the park. So much did Harwood admire Brown that 20 years after his 1916 death, he personally built a stone cairn to Brown’s memory to recognize his place in history.
The fall of 1913, Harwood worked in the park as a cook for the government crew building the first traffic bridge over Blakiston Creek (then called Pass Creek). He also had the contract to haul mail from Pincher Creek to Waterton. He hauled the mail until 1930.
Harwood and his friend William Terrill of Twin Butte started a guiding and outfitting business providing extended backcountry hunting/guiding trips, often taking customers into British Columbia. Harwood was an avid fisherman and game bird hunter as well.
About 1915, Harwood built a log house in Waterton which was located across from Middle Waterton bay and in July, 1919 he was officially appointed Waterton’s post master using his own residence as the post office. He moved to a new location on Fountain Avenue circa 1927 which was used as his personal residence and post office. He continued to serve as post master until 1949 or 1950 when he retired and moved to Victoria, British Columbia.
During his years in Waterton he also served as a justice of the peace and later magistrate for both the provincial and federal governments. He was described as being a tireless community worker who was a charter member and second president of the Waterton Park Lions Club. He also helped raise money for the establishment of the Waterton Lions Community Hall.
Mr. Harwood’s first wife died circa 1922 and he married Mrs. Minnie Kate Parker. Stephen Harwood spent his entire working life in Waterton first as park chauffeur and then mechanic, no mean feat given the fact that at age 16 he lost his left arm in a firearms accident. Stephen learned the art of photography/developing from his father, delving into advanced techniques such as taking photos with a self-timer.
Stephen married Marjorie Cathcart and together they raised son Marvin in a home they built on Evergreen Avenue in Waterton.
Arthur H. Harwood died in 1971 at the age of 94 in Victoria, British Columbia. His wife Minnie died at the age of 94 in 1977 in the same city. Their cremains and those of his son and daughter in law were buried in the Waterton Lakes National Park cemetery.
