SINGLE-SPACE DUPLEX PARKING METER WITH AN ELECTRONIC MECHANISM. THE METER CASING IS GREY FEATURING TWO GREEN DOMES IN THE SHAPE OF MICKEY MOUSE EARS. THE METERS ARE LABELED “30-61” AND “30-62” ON THE FRONT AND ATTACH TO A HOLLOW, METAL POLE. A STICKER NEAR THE BOTTOM OF THE CASING READS “THIS CAR – INSERT VALID COINS ONLY – DISPLAY INDICATES TIME PURCHASED – CITY OF LETHBRIDGE – THIS CAR.” BOTH METERS HAVE A COIN SLOT AND A LABEL WHICH SAYS “FREE PARKING – WEEKDAYS AFTER 5:30 PM – ALL DAY WEEKENDS AND HOLIDAYS.” THE DIGITAL METERS ARE VISIBLE AT THE TOP OF THE HOUSING, BEHIND SEMI-TRANSPARENT PLASTIC. ON EITHER SIDE OF THE METER'S TIME DISPLAY, THE WORDS “MACKAY" AND "GUARDIAN” ARE INSCRIBED VERTICALLY. A METAL PLATE FASTENS TO THE REAR, AND TWO KEYHOLES PROTRUDE ABOVE IT. THROUGHOUT, THERE ARE MANY SCRATCHES AND PAINT CHIPS. OVERALL GOOD CONDITION.

ON JULY 4TH, 2018, THE CITY OF LETHBRIDGE REMOVED THIS PARKING METER FROM THE 300 BLOCK OF 3RD STREET SOUTH AND DONATED IT TO THE GALT MUSEUM AND ARCHIVES. ALL OF THE COIN-OPERATED PARKING METERS IN LETHBRIDGE’S DOWNTOWN CORE HAVE SINCE BEEN REMOVED AND REPLACED WITH MULTI-SPACE PARKING KIOSKS. IN DECEMBER 2015, THE CITY OF LETHBRIDGE HOSTED AN INFORMATIONAL SESSION INFORMING LETHBRIDGE RESIDENTS ABOUT AN IMPENDING UPGRADE TO THE DOWNTOWN PARKING SYSTEM. VAL FELLGER WAS THE 2015 INITIATIVE’S PARKING COORDINATOR. FELLGER OUTLINED REASONS FOR UPDATING THE EXISTING PARKING SYSTEM IN A 2018 CITY OF LETHBRIDGE MEDIA RELEASE. THE ANNOUNCEMENT SAYS, “THE PRIMARY OBJECTIVE OF PAID AND TIME ZONED PARKING IN DOWNTOWN LETHBRIDGE IS TO ACHIEVE PARKING TURNOVER WHICH RESULTS IN EQUITABLE AVAILABILITY OF PARKING TO SHOPPERS AND VISITORS TO DOWNTOWN…THERE ARE CURRENTLY A LITTLE OVER 1500 PARKING METERS IN THE DOWNTOWN. APPROXIMATELY 95 PERCENT OF THE PARKING METER INFRASTRUCTURE, PARKING METER HOUSINGS AND SUPPORT POLES ARE GREATER THAN 25 YEARS OLD. THESE HOUSINGS AND POLES ARE STARTING TO SHOW SIGNS OF WEAR AND LOOK UNKEMPT. MANY OF THE METERS CANNOT BE REPROGRAMMED TO ACCEPT NEW COINS OR OTHER PAYMENT OPTIONS.” THE CITY PONDERED THREE OPTIONS FOR THE IMPROVED SYSTEM: 100 PERCENT SINGLE-SPACE METERS WITH FOOT PATROL ENFORCEMENT, 100 PERCENT PAY-BY-PLATE MULTI-SPACE SMART MACHINES WITH MOBILE LICENSE PLATE RECOGNITION ENFORCEMENT, AND A HYBRID SYSTEM COMPRISED OF PAY-BY-PLATE MACHINES WITH MOBILE LICENSE PLATE RECOGNITION ENFORCEMENT AND IN ISOLATED LOCATIONS, INCLUDING BARRIER-FREE PARKING STALLS, SINGLE-SPACE SMART METERS WITH FOOT PATROL ENFORCEMENT. IN THE DOWNTOWN PARKING METER REPLACEMENT PROJECT STAKEHOLDER & PUBLIC ENGAGEMENT REPORT, 80 PERCENT OF THE PUBLIC SELECTED THE HYBRID SYSTEM. IN AUGUST 2017, THE CITY CHOSE A VENDOR, AND BY JUNE 2018 THE NEW SYSTEM WAS UP AND RUNNING. AS A RESULT, 1526 COIN-OPERATED PARKING METERS WERE REMOVED FROM DOWNTOWN STREETS AND 170 MULTI-SPACE KIOSKS WERE INSTALLED. IN A CITY OF LETHBRIDGE MEDIA RELEASE FROM MAY 28, 2018, MAYOR CHRIS SPEARMAN SAYS, “THIS IS ANOTHER SIGN OF HOW OUR CITY IS GROWING UP. WE TALK A LOT ABOUT THE IMPORTANCE OF BEING A “SMART CITY” AND USING TECHNOLOGY TO MAKE US MORE EFFICIENT. THAT’S WHAT THIS NEW SYSTEM DOES.” FELLGER ADDED, “THE KIOSKS ARE SOLAR POWERED MAKING THEM MORE COST EFFECTIVE AND ENVIRONMENTALLY FRIENDLY TO OPERATE THAN THE PREVIOUS PARKING METERS THAT USED AA BATTERIES.” ON DECEMBER 12, 2018, KEVIN MACLEAN INTERVIEWED THE CITY OF LETHBRIDGE’S ACTING PARKING COORDINATOR PHILLIP BERG. BERG ASSISTED FELLGER WITH THE PLANNING OF THE NEW PARKING SYSTEM. CONCERNING THE ROLLOUT OF THE METER REPLACEMENT PROJECT, BERG SAID, “IT WAS PRETTY HECTIC. PEOPLE WERE STILL A LITTLE RESISTANT TO CHANGE. WE HAD CONDITIONED PEOPLE TO A PARKING STYLE FOR THE LAST 50 TO 60 YEARS, AND IN ONE NIGHT WE CHANGED EVERYTHING OVER. SO THERE WAS A LOT OF RESISTANCE.” TO DEAL WITH THE RESISTANCE, BERG KEPT AN OPEN DIALOGUE WITH THE PUBLIC. “THERE WERE TIMES THAT MY PHONE DIDN’T STOP RINGING FOR DAYS, BUT WE’VE MADE A LOT OF CHANGES TO SCREEN DISPLAY AND SIGNAGE. [WE’VE DONE] EVERYTHING WE CAN POSSIBLY DO TO FACILITATE THE BEST PARKING MANAGEMENT STRATEGY WE CAN.” PRIOR TO THE PROJECT, BERG WORKED CLOSELY WITH THE COIN-OPERATED PARKING METERS AS LETHBRIDGE’S PARKING AND TRAFFIC TECHNICIAN. HE SAID, “I DID ALL THE REPAIRS, MAINTENANCE, AND PROGRAMMING THAT HAPPENED WITH THESE SINGLE-SPACE METERS FOR THE LAST EIGHT YEARS. ANYTHING FROM RE-BUILDING HOUSINGS [TO] PUTTING THEM TOGETHER FROM DIFFERENT PIECES TO RE-PROGRAMMING THEM…THEY WERE BROKEN. THERE WAS A LOT OF PIECES THAT WERE ‘FRANKENSTEINED’ TOGETHER TO ALLOW THE METERS TO FUNCTION. THERE WERE TIMES THAT I WAS TAKING AND GRINDING DOWN PARTS TO MAKE THEM WORK. WHEN I FIRST STARTED, I CALLED THE MANUFACTURER OF THE HOUSINGS [AND ASKED TO ORDER PARTS]. THEY LAUGHED AT ME AND [SENT ME EVERYTHING THEY HAD LEFT FOR FREE]. I GOT ALL THESE OLD DUSTY BOXES WITH PIECES WRAPPED IN NEWSPAPER, AND I WOULD BUILD WHATEVER I COULD TO GET THEM OUT ON THE STREET.” BEFORE BERG, LARRY WYROSTOK WAS THE PARKING AND TRAFFIC TECHNICIAN FOR SEVEN YEARS, AND MACLEAN INTERVIEWED HIM ON DECEMBER 20, 2018. WYROSTOK SUGGESTED THAT THE TWO MAIN REASONS THAT THE PARKING METERS BROKE DOWN WERE THEIR AGE AND VANDALISM. REGARDING VANDALISM, HE SAID, “WE USED TO HAVE QUITE A BIT. [ONE TIME I WAS DRIVING BY THE COURT HOUSE] AND SOMEONE USED A ROLL OF DUCK-TAPE ON A METER, [AND] THEY JUST COVERED UP THE WHOLE THING. IT WAS PROBABLY TWO OR THREE INCHES THICK, JUST SO THAT THEY DIDN’T HAVE TO PLUG IT. I TOOK ALL THE DUCK-TAPE OFF, AND THE METER SEEMED TO WORK FINE. YOU SEE ALL KINDS OF STUFF [ON THE STREET.]” WYROSTOK SUGGESTED THAT ANOTHER ASPECT OF THE JOB WAS COLLECTING THE COINS FROM THE METERS. HE SAID, “[I SPENT] A COUPLE OF DAYS A WEEK COLLECTING IN ALL KINDS OF WEATHER; RAIN, SLEET, AND SNOW. I CAN REMEMBER [DAYS THAT WERE] 35 DEGREES BELOW. [I WOULD PUT MY] METER KEY IN THE VAULT DOOR, AND IT WOULDN’T OPEN. IT WAS FROZEN SHUT. [SO I WOULD TAKE] A RUBBER MALLET AND GIVE THE [VAULT DOOR] A LITTLE TAP AND THEN [I WOULD] SPRAY SOME ETHER ON IT. IT COULD BE QUITE TEDIOUS BECAUSE [I HAD] 1500 METERS TO COLLECT FROM.” LIKE PARKING AND TRAFFIC TECHNICIANS, PARKING COMMISSIONAIRES ALSO HAD TO WORK IN ALL KINDS OF CONDITIONS. ON DECEMBER 18, 2018, MACLEAN INTERVIEWED RETIRED PARKING COMMISSIONAIRE, MAVIS BASTIE ABOUT HER TIME WORKING WITH THE PARKING METERS IN LETHBRIDGE’S DOWNTOWN CORE. BASTIE MOVED FROM HALIFAX, NOVA SCOTIA TO LETHBRIDGE, ALBERTA IN 1993. SHE SAID, “WHEN I ARRIVED HERE THE VERY FIRST THING I DID THAT WEEK WAS GO OVER TO THE CORPS OF COMMISSIONAIRES HERE IN LETHBRIDGE AND SAID THAT I WANTED TO BECOME A COMMISSIONAIRE. I WAS IMMEDIATELY GIVEN A JOB, AND THAT JOB HAPPENED TO BE GOING OUT AND DOING PARKING, WHICH MEANT WALKING THE STREETS…WALKING THE STREETS WAS DOING THE METERS AND CHECKING VEHICLES.” BASTIE WORKED AS A PARKING COMMISSIONAIRE FOR APPROXIMATELY TEN YEARS. DURING HER INTERVIEW, SHE EXPLAINED THAT THERE WERE FOUR PARKING BEATS WITHIN LETHBRIDGE, “THE FIRST ROUTE WAS MAINLY WALKING AROUND AND DOING THE TICKETING OF THE CARS THAT WERE AT METERS THAT WERE EXPIRED...BEAT ONE WAS DOWNTOWN, AND IT CAME OUT OF THE OLD POLICE STATION [TO THIRD AVENUE]…THIRD AVENUE BECAME BEAT TWO AND THEN BEAT THREE WAS A DRIVING [AND WALKING] AREA…BEAT THREE WOULD BE MORE OVER TOWARDS THE HOSPITAL…BEAT FOUR WAS JUST THE DRIVING, THAT MEANT DRIVING AROUND THE HOSPITAL.” BASTIE SUGGESTED THAT ONE OF THE BUSIEST TIMES OF YEAR TO BE A PARKING COMMISSIONAIRE WAS DURING THE WHOOP-UP DAYS PARADE, “YOU’RE JOB IS TO MAKE SURE THAT PEOPLE REALIZE THAT JUST BECAUSE IT’S WHOOP-UP DAYS DOESN’T MEAN THAT THEY CAN GET AWAY WITH [PARKING ILLEGALLY]. YOU STILL HAVE TO PLUG THE METERS. IF THAT METER EXPIRES AND YOU DON’T MOVE YOUR VEHICLE YOU GET A TICKET.” BASTIE WAS THE ONLY FEMALE PARKING COMMISSIONAIRE IN LETHBRIDGE DURING THE 1990S. SHE SUGGESTED THAT DUE TO THIS SHE RECEIVED SUPPORT FROM HER COLLEAGUES AND THE LETHBRIDGE POLICE DEPARTMENT, “[IF SOMEONE WAS HARASSING ME] I JUST HAD TO PICK UP THE RADIO… THEY WERE THERE FOR YOU, AND I KNEW THAT NOBODY WOULD EVER HURT ME. THEY WOULDN’T DARE. IT WASN’T BECAUSE I COULDN’T TAKE THEM ON, BUT IT WAS BECAUSE THESE GUYS [WERE LOOKING OUT FOR ME]…YOU’VE ALWAYS GOT THE POLICE DEPARTMENT THERE BEHIND YOU, AND I HONESTLY HAVE TO SAY THAT WHEN I WORKED FOR THE CORP BACK IN THOSE YEARS, WE HAD THE MOST SENSATIONAL POLICE OFFICERS THAT I HAVE EVER HAD ANYTHING TO DO WITH.” FOR BASTIE THE BEST PART OF BEING A PARKING COMMISSIONAIRE WAS WORKING WITH THE PUBLIC. SHE SAID, “[WORKING PARKING WAS] A GREAT OPPORTUNITY TO GET TO KNOW PEOPLE...[IT] WAS SOMETHING THAT I NEVER EXPECTED AND I DON’T THINK PEOPLE THINK OF WHEN THEY THINK OF PARKING… [I GOT TO] ASSOCIATE WITH SO MANY PEOPLE, AND IF [I SHOWED] THEM RESPECT THEY [SHOWED ME] RESPECT BACK…I FOUND YOU HAD TO HAVE A GOOD RAPPORT WITH THE BUSINESS OWNERS BECAUSE THE BUSINESS OWNERS APPRECIATED YOU. IF YOU NEEDED HELP, THEY WERE THERE FOR YOU. IF THEY NEEDED HELP, YOU WERE THERE FOR THEM.” OVERALL, BASTIE ENJOYED HER TIME WORKING AS A PARKING COMMISSIONAIRE. SHE SAID, “WHEN I WORKED THE METERS, I LOVED IT. I ENJOYED WORKING PARKING AND EVERYTHING [THAT] IT INCLUDED…IF I HAD MY LIFE TO LIVE OVER, WOULD I DO IT [AGAIN]? ON SEPTEMBER 16, 2016, COLLECTIONS TECHNICIAN KEVIN MACLEAN INTERVIEWED CHRIS AINSCOUGH REGARDING HIS DONATION OF A COLLECTION OF MILITARY OBJECTS. THE OBJECTS BELONGED TO AISNCOUGH’S GRANDFATHER AND FATHER, WILLIAM GEORGE AINSCOUGH (FIRST WORLD WAR) AND REED WILSON AINSCOUGH (SECOND WORLD WAR AND POST-WAR). THE DONOR’S GREAT GRANDFATHER, WILLIAM THOMAS AINSCOUGH, MARRIED MARGARET A. AINSCOUGH IN 1878 AND EMIGRATED FROM SMITHFIELD, UTAH TO CANADA IN 1898, BRINGING SIX CHILDREN, AGED 1 TO 18, WITH THEM. WILLIAM GEORGE AINSCOUGH, THE DONOR’S GRANDFATHER, WAS AMONG THE CHILDREN (BORN 1885). THE AINSCOUGHS INITIALLY SETTLED IN WHISKEY GAP, ALBERTA, BEFORE RELOCATING TO WOOLFORD, ALBERTA. ACCORDING A RESUME FOR REED W. AINSCOUGH INCLUDED IN THE PERMANENT FILE, REED WILSON AINSCOUGH WAS BORN ON JUNE 21, 1918 IN CARDSTON, ALBERTA. IN 1940, REED AINSCOUGH JOINED THE 93RD BATTERY OF THE ROYAL CANADIAN ARTILLERY [RCA] STATIONED AT FORT MACLEOD, ALBERTA, AND WAS PROMOTED TO A SECOND LIEUTENANT. REED AINSCOUGH WAS POSTED OVERSEAS IN 1942 AND SERVED UNTIL HIS DISCHARGE ON JANUARY 8, 1946. LETHBRIDGE HERALD ARTICLES REPORTED REED AINSCOUGH AS BEING IN THE THICK OF THE FIGHTING IN FRANCE, NOTABLY AT CAEN. IT WAS REPORTED IN THE LETHBRIDGE HERALD IN 1944 THAT REED AINSCOUGH WAS PROMOTED TO CAPTAIN, AND WAS WOUNDED IN HIS LEG IN OCTOBER 1944. REED AINSCOUGH WAS SENT TO BELGIUM FOR SURGERY AND TO BE HOSPITALIZED, AND WAS RETURNED TO CANADA ON THE HOSPITAL SHIP H.M.C.S. LADY NELSON IN 1945. IN 1947, REED AINSCOUGH BECAME THE BATTERY COMMANDER OF THE 93RD BATTERY RCA, AND SERVED AS THE COMMANDER UNTIL 1959, BEING PROMOTED TO MAJOR IN 1951. IN 1959, UPON A TRANSFER WITH HIS EMPLOYMENT AT CANADA LIFE, HE MOVED TO MEDICINE HAT, ALBERTA, AND JOINED THE SOUTH ALBERTA LIGHT HORSE AS A SQUADRON COMMANDER IN 1961. IN 1964, HE WAS PROMOTED TO LIEUTENANT COLONEL AND COMMANDER OF THE SOUTH ALBERTA LIGHT HORSE, AND WAS APPOINTED AIDE-DE-CAMP TO LIEUTENANT GOVERNOR GRANT MACEWAN UNTIL HIS RETIREMENT. REED AINSCOUGH WAS PROMOTED TO BRANCH MANAGER OF CANADA LIFE IN LETHBRIDGE, ALBERTA, IN 1969 AND MOVED TO LETHBRIDGE. REED AINSCOUGH WAS A MEMBER OF THE MASONIC LODGE, LODGE OF PERFECTION, ROSE CROIX, CONSISTORY, SHRINE, ORDER OF THE EASTERN STAR, AND SERVED AS THE MASTER OF THE LODGE OF PERFECTION UNTIL 1977. ACCORDING TO HIS LETHBRIDGE HERALD OBITUARY, REED AINSCOUGH WAS ALSO ACTIVE WITH THE FORT MACLEOD CHAMBER OF COMMERCE, LIONS’ CLUB, HISTORICAL ASSOCIATION, AND FORT MACLEOD MUSEUM DURING HIS TIME LIVING IN FORT MACLEOD. IN MEDICINE HAT, AISNCOUGH SERVED AS PRESIDENT OF THE HEART AND STROKE ASSOCIATION, AND ACTED AS A SENATOR FOR THE UNIVERSITY OF LETHBRIDGE UPON MOVING TO THE CITY. ON OCTOBER 20, 1993, REED WILSON AINSCOUGH PASSED AWAY IN LETHBRIDGE. AINSCOUGH ELABORATED ON HIS MOTIVES FOR DONATING THE COLLECTION, STATING, “I THINK [THE OBJECTS ARE] A BIG PART OF SOUTH ALBERTA’S HISTORY. ON SEPTEMBER 16, 2016, COLLECTIONS TECHNICIAN KEVIN MACLEAN INTERVIEWED CHRIS AINSCOUGH REGARDING HIS DONATION OF A COLLECTION OF MILITARY OBJECTS. THE OBJECTS BELONGED TO AISNCOUGH’S GRANDFATHER AND FATHER, WILLIAM GEORGE AINSCOUGH (FIRST WORLD WAR) AND REED WILSON AINSCOUGH (SECOND WORLD WAR AND POST-WAR). THE DONOR’S GREAT GRANDFATHER, WILLIAM THOMAS AINSCOUGH, MARRIED MARGARET A. AINSCOUGH IN 1878 AND EMIGRATED FROM SMITHFIELD, UTAH TO CANADA IN 1898, BRINGING SIX CHILDREN, AGED 1 TO 18, WITH THEM. WILLIAM GEORGE AINSCOUGH, THE DONOR’S GRANDFATHER, WAS AMONG THE CHILDREN (BORN 1885). THE AINSCOUGHS INITIALLY SETTLED IN WHISKEY GAP, ALBERTA, BEFORE RELOCATING TO WOOLFORD, ALBERTA. ACCORDING A RESUME FOR REED W. AINSCOUGH INCLUDED IN THE PERMANENT FILE, REED WILSON AINSCOUGH WAS BORN ON JUNE 21, 1918 IN CARDSTON, ALBERTA. IN 1940, REED AINSCOUGH JOINED THE 93RD BATTERY OF THE ROYAL CANADIAN ARTILLERY [RCA] STATIONED AT FORT MACLEOD, ALBERTA, AND WAS PROMOTED TO A SECOND LIEUTENANT. REED AINSCOUGH WAS POSTED OVERSEAS IN 1942 AND SERVED UNTIL HIS DISCHARGE ON JANUARY 8, 1946. LETHBRIDGE HERALD ARTICLES REPORTED REED AINSCOUGH AS BEING IN THE THICK OF THE FIGHTING IN FRANCE, NOTABLY AT CAEN. IT WAS REPORTED IN THE LETHBRIDGE HERALD IN 1944 THAT REED AINSCOUGH WAS PROMOTED TO CAPTAIN, AND WAS WOUNDED IN HIS LEG IN OCTOBER 1944. REED AINSCOUGH WAS SENT TO BELGIUM FOR SURGERY AND TO BE HOSPITALIZED, AND WAS RETURNED TO CANADA ON THE HOSPITAL SHIP H.M.C.S. LADY NELSON IN 1945. IN 1947, REED AINSCOUGH BECAME THE BATTERY COMMANDER OF THE 93RD BATTERY RCA, AND SERVED AS THE COMMANDER UNTIL 1959, BEING PROMOTED TO MAJOR IN 1951. IN 1959, UPON A TRANSFER WITH HIS EMPLOYMENT AT CANADA LIFE, HE MOVED TO MEDICINE HAT, ALBERTA, AND JOINED THE SOUTH ALBERTA LIGHT HORSE AS A SQUADRON COMMANDER IN 1961. IN 1964, HE WAS PROMOTED TO LIEUTENANT COLONEL AND COMMANDER OF THE SOUTH ALBERTA LIGHT HORSE, AND WAS APPOINTED AIDE-DE-CAMP TO LIEUTENANT GOVERNOR GRANT MACEWAN UNTIL HIS RETIREMENT. REED AINSCOUGH WAS PROMOTED TO BRANCH MANAGER OF CANADA LIFE IN LETHBRIDGE, ALBERTA, IN 1969 AND MOVED TO LETHBRIDGE. REED AINSCOUGH WAS A MEMBER OF THE MASONIC LODGE, LODGE OF PERFECTION, ROSE CROIX, CONSISTORY, SHRINE, ORDER OF THE EASTERN STAR, AND SERVED AS THE MASTER OF THE LODGE OF PERFECTION UNTIL 1977. ACCORDING TO HIS LETHBRIDGE HERALD OBITUARY, REED AINSCOUGH WAS ALSO ACTIVE WITH THE FORT MACLEOD CHAMBER OF COMMERCE, LIONS’ CLUB, HISTORICAL ASSOCIATION, AND FORT MACLEOD MUSEUM DURING HIS TIME LIVING IN FORT MACLEOD. IN MEDICINE HAT, AISNCOUGH SERVED AS PRESIDENT OF THE HEART AND STROKE ASSOCIATION, AND ACTED AS A SENATOR FOR THE UNIVERSITY OF LETHBRIDGE UPON MOVING TO THE CITY. ON OCTOBER 20, 1993, REED WILSON AINSCOUGH PASSED AWAY IN LETHBRIDGE. AINSCOUGH ELABORATED ON HIS MOTIVES FOR DONATING THE COLLECTION, STATING, “I THINK [THE OBJECTS ARE] A BIG PART OF SOUTH ALBERTA’S HISTORY. HAVING WORKED ON A TRAIL CREW AND A SEASON MANNING THE SOFA MTN. FIRE LOOKOUT IN THE EARLY 1950S, I WAS FAMILIAR WITH THE OLD WARDEN STATION AND THE BELLY RIVER DISTRICT. AT THE TIME I CAME ACROSS THIS SIGN I WAS WITH THE ALBERTA FOREST SERVICE, DOING SOME WORK IN THE POLL HAVEN REGION SOUTHWEST OF CARDSTON." "AT ONE TIME, I THINK BACK IN THE EARLY 1900S, THAT POLL HAVEN AREA WAS INCLUDED INSIDE OF THE WATERTON PARK BOUNDARIES—IT WAS PART OF THE PARK. I WAS DOING SOME WORK IN THERE, AND I CAME TO AN OLD TRAIL WHERE THERE WAS ALL WINDFALL AND TREES DOWN ALL OVER IT, AND I NOTICED ONE TREE HAD A SIGN ATTACHED TO IT. IT WAS FACING DOWN, I GOT CURIOUS AND I WENT OVER THERE AND PRIED IT OFF THE TREE. HERE IT WAS AN OLD SIGN POINTING THE TRAIL TO THE BELLY RIVER RANGER STATION. AT THAT POINT, THEY WERE MAKING USE OF TRAILS IN THE POLL HAVEN AREA WHICH WAS, AS I SAID, PART OF WATERTON LAKES NATIONAL PARK AND THIS WAS POINTING TO THE NEAREST WARDEN STATION, [WHICH WAS ACTIVE] AT THE TIME… I GOT THE SIGN. [BUT THE TRAIL] WAS OBLITERATED.” LATER IN THE INTERVIEW, LIGHTBOUND STATED HE CAME ACROSS THE SIGN “PROBABLY IN THE EARLY ’80S.” A FOOTNOTE WRITTEN BY THE TRANSCRIBER AND WATERTON HISTORIAN, CHRIS MORRISON, STATES: “POLL HAVEN, A 16-SQUARE MILE PARCEL OF LAND, WAS LOCATED ON THE EXTREME EASTERN EDGE OF THE PARK. IT WAS WITHDRAWN FROM PARK BOUNDARIES IN 1947 BY ACT OF PARLIAMENT TO PERMIT A LAND EXCHANGE WITH THE PROVINCE OF ALBERTA TO ALLOW THE EXPANSION [OF] ELK ISLAND NATIONAL PARK TO THE NORTH. WE WERE ASSISTING FISH AND WILDLIFE AND THAT PRETTY WELL COVERS THAT AREA DOWN IN THERE. I WAS POSTED IN BLAIRMORE IN THE CROWSNEST PASS AT THE TIME, SO I DIDN’T GO OUT THERE VERY OFTEN… I DROVE OUT THERE FROM BLAIRMORE OF COURSE AND I PARKED THE TRUCK AND WAS ON FOOT AFTER THAT… " WHEN ASKED IF HE ENJOYED HIS JOB, LIGHTBOUND REPLIED, “OH I SURE DID! ... [I ENJOYED] BEING OUTDOORS MOST OF THE TIME, AND THE PHYSICAL ACTIVITY AND QUITE OFTEN YOU’RE A LONG WAYS FROM THE OFFICE, SO NOBODY WAS TELLING YOU WHAT TO DO… I STARTED BACK IN THE EARLY ’50S, AND I WAS STILL THERE IN 1985.” LIGHTBOUND SPOKE TO WHY HE CHOOSE TO COLLECT THE SIGN FROM THE TREE, “WELL, I KNEW WHY IT WAS THERE, WHY IT HAD BEEN PUT THERE, AND IT MEANT SOMETHING TO ME. I THOUGHT IF I DON’T RESCUE THIS SIGN, IT’LL JUST BE THERE UNTIL IT ROTS, BECAUSE NOBODY ELSE IS GOING TO CLAMBER THROUGH ALL THIS DEADFALL LOOKING FOR IT… IT WAS KIND OF A REMINDER OR SOUVENIR OF MY DAYS OUT THERE.” THINKING ABOUT THE HISTORY WITH THE SIGN, LIGHTBOUND CONTINUED, “WELL, I WONDERED HOW LONG IT HAD BEEN THERE. I KNEW THAT THE POLL HAVEN AREA HAD BEEN INCLUDED IN THE PARK AT ONE TIME ALTHOUGH I WASN’T AWARE OF THE DATES. AND IT CROSSED MY MIND TOO, I WONDERED HOW MANY TRAVELERS HAD COME ALONG ON HORSEBACK OR WITH THEIR PACKHORSES AND WHAT HAVE YOU, HEADING FOR WATERTON LAKES PARK AND WONDERING WHEN THEY’D COME ACROSS A LITTLE BIT OF CIVILIZATION. AND HERE WAS SOMETHING TO ENCOURAGE THEM.” ON THE HISTORY OF BELLY RIVER STATION, MORRISON NOTED, “THE FIRST BELLY RIVER WARDEN STATION WAS BUILT IN 1917 AND WAS CONNECTED TO PARK HEADQUARTERS BY TELEPHONE. A WARDEN STATION CONTINUED TO SERVE THE AREA THROUGH TO THE EARLY 1970 WHEN OUTLYING WARDEN RESIDENCES WERE DISCONTINUED AND WARDENS WERE MOVED INTO THE TOWN SITE. THE DATES OF THE TRAILS TO THIS SITE IS NOT RECORDED IN THE WLNP [WATERTON LAKES NATIONAL PARK] ARCHIVES SPECIFICALLY BUT THE TRAILS WOULD HAVE BEEN BUILT (OR IMPROVED) AROUND 1917 FOR ACCESS TO THE STATION AND TO HAUL SUPPLIES FOR HUMANS AND HORSES. LICENSE PLATE MADE OUT OF THIN SHEET METAL WITH BLACK VINYL LETTERING “LHB 15”. BLACK VINYL BORDERING THE PERIMETER OF THE PLATE. THE CORNERS ARE ROUNDED. THERE ARE 4 SLOTS THAT ARE 2.5 CM IN LENGTH FOR ATTACHING THE LICENSE PLATE TO A SUPPORT (TWO ON THE TOP AND TWO ON THE BOTTOM). GOOD - VERY GOOD CONDITION. THERE IS A HORIZONTAL BEND ACROSS THE CENTER OF THE PLATE. THERE ARE SLIGHT SCRATCHES OVERALL, ESPECIALLY AROUND THE SLOTS WHERE THE PLATE WOULD HAVE BEEN ATTACHED. THERE IS A SMALL LOSS OF VINYL ON THE BOTTOM BORDER. THE BACK HAS SLIGHT STAINS/DIRT AND SCRATCHES.

THE LETHBRIDGE HANDI-BUS ASSOCIATION WAS A NOT-FOR-PROFIT ORGANIZATION THAT BEGAN IN 1975 WHEN THE KIWANIS CLUB DONATED THE FIRST VAN. ON AUGUST 1, 2007 – AFTER 32 YEARS OF SERVICE TO THE COMMUNITY – THE LETHBRIDGE HANDI-BUS ASSOCIATION WAS TRANSFERRED TO THE CITY OF LETHBRIDGE. AT THAT POINT, THE ASSOCIATION HAD A FLEET OF 20 BUSES – MANY OF WHICH WERE DONATED BY LOCAL SERVICE CLUBS – THAT WERE ALL TRANSFERRED TO THE CITY. THE NAME OF THE SERVICE BECAME ACCESS-A-RIDE UNDER THE CITY’S MANAGEMENT. THESE ARTIFACTS WERE DONATED BY A LETHBRIDGE HANDI-BUS ASSOCIATION BOARD MEMBER, LYNN SPRING. HE EXPLAINS, “I WAS A MEMBER OF THE LETHBRIDGE HANDI BUS BOARD OF DIRECTORS FOR HALF A DOZEN YEARS AT LEAST AND SOME OF THESE ITEMS WERE GIVEN TO ME BY THE DRIVERS. THE LETHBRIDGE HANDI BUS STARTED IN 1975 AND ABOUT SEVEN YEARS AGO, LETHBRIDGE HANDI BUS STOPPED THEIR CHARTER AS A NOT- FOR -PROFIT ORGANIZATION BECAUSE OF THE NATIONAL RULING IN TRANSPORTATION THAT MUNICIPALITIES WOULD BE RESPONSIBLE FOR ACCESSIBILITY RIDES, HANDICAP TRANSPORTATION. SO THE CITY TOOK OVER ALL OF THE BUSES, THEY PURCHASED THEM AND MOST OF THE DRIVERS WENT OVER TO THE CITY OF LETHBRIDGE BECAUSE WE HAD, I BELIEVE, TWENTY-SIX AT THAT TIME AND YOU JUST DON’T JUST DON’T FIND TWENTY-SIX DRIVERS. THEY WERE WEARING THE CITY TRANSIT, LETHBRIDGE CITY TRANSIT UNIFORMS.” OF HIS TIME AS A BOARD MEMBER, SPRING SAID, “I CAME TO LETHBRIDGE IN [2005]… THE MANAGER OF THE DAY, MURRAY CAMPBELL, WAS A LONGTIME FRIEND OF MINE AND HE ASKED ME [TO BE ON THE BOARD], AND I THOUGHT WELL IT IS A VERY WORTHWHILE ORGANIZATION. THEY WERE IN HIS POSSESSION FOR 5 TO 7 YEARS. HE EXPLAINS, “WELL I WAS ONE OF THREE THAT CLOSED DOWN AND CLOSED OUT HANDI BUS. WE HAD TO FILE WITH TAX CANADA AND OF COURSE, WORKERS COMP AND ALL THOSE THINGS SO FINALLY WE’RE AT THAT STAGE WHERE WE CAN GET RID OF A LOT OF THE PAPER RECORDS. IT PROMPTED THAT I SHOULD MAYBE DONATE THESE TO THE GALT MUSEUM FOR PROSPERITY… [T]HAT’S JUST MY NATURE, I GUESS, TO RETAIN THINGS AND SAY ‘WELL SOMEBODY WOULD BE INTERESTED IN THIS IN A FUTURE DATE.’” OF THE PLACE MARKERS, SPRING EXPLAINS, “THESE OTHER METAL PIECES ARE NOT LICENSE PLATES, THEY ARE IN FACT THE MARKERS FOR WHERE THE BUSES PARKED… THEY WERE WIRED ONTO THE PAGE WIRE FENCE, THE COMPOUND WHERE ALL THE BUSES PARKED.” THE NUMBERS ON THE PLACE MARKERS MATCHED THE NUMBERS PLACED ON THE BUSES, WHICH WERE SMALLER, BUT SIMILAR DECALS NEAR THE DOOR OF THE BUS. EACH BUS HAD A DIFFERENT LABEL ON IT TO RECOGNIZE THE DIFFERENT SPONSORS: “FRATERNAL ORDER OF EAGLES, THE LEGION, THE MOOSE LODGE, EXAMPLE THE COLOUR OF THE BUSES WERE YELLOW AND WHITE AT THAT TIME. THE LETHBRIDGE HANDI-BUS ASSOCIATION WAS A NOT-FOR-PROFIT ORGANIZATION THAT BEGAN IN 1975 WHEN THE KIWANIS CLUB DONATED THE FIRST VAN. ON AUGUST 1, 2007 – AFTER 32 YEARS OF SERVICE TO THE COMMUNITY – THE LETHBRIDGE HANDI-BUS ASSOCIATION WAS TRANSFERRED TO THE CITY OF LETHBRIDGE. AT THAT POINT, THE ASSOCIATION HAD A FLEET OF 20 BUSES – MANY OF WHICH WERE DONATED BY LOCAL SERVICE CLUBS – THAT WERE ALL TRANSFERRED TO THE CITY. THE NAME OF THE SERVICE BECAME ACCESS-A-RIDE UNDER THE CITY’S MANAGEMENT. THESE ARTIFACTS WERE DONATED BY A LETHBRIDGE HANDI-BUS ASSOCIATION BOARD MEMBER, LYNN SPRING. THE FOLLOWING INFORMATION HAS BEEN EXTRACTED FROM AN INTERVIEW CONDUCTED BY COLLECTIONS TECHNICIAN KEVIN MACLEAN ON APRIL 12, 2016 WITH SPRING. HE EXPLAINS, “I WAS A MEMBER OF THE LETHBRIDGE HANDI BUS BOARD OF DIRECTORS FOR HALF A DOZEN YEARS AT LEAST AND SOME OF THESE ITEMS WERE GIVEN TO ME BY THE DRIVERS. THE LETHBRIDGE HANDI BUS STARTED IN 1975 AND ABOUT SEVEN YEARS AGO, LETHBRIDGE HANDI BUS STOPPED THEIR CHARTER AS A NOT- FOR -PROFIT ORGANIZATION BECAUSE OF THE NATIONAL RULING IN TRANSPORTATION THAT MUNICIPALITIES WOULD BE RESPONSIBLE FOR ACCESSIBILITY RIDES, HANDICAP TRANSPORTATION. SO THE CITY TOOK OVER ALL OF THE BUSES, THEY PURCHASED THEM AND MOST OF THE DRIVERS WENT OVER TO THE CITY OF LETHBRIDGE BECAUSE WE HAD, I BELIEVE, TWENTY-SIX AT THAT TIME AND YOU JUST DON’T JUST DON’T FIND TWENTY-SIX DRIVERS. THAT WAS PART OF THE AGREEMENT ON SALE THAT THEY WOULD TAKE THE BUSES. WE TOOK OUR PLATES OFF AND THE NEXT DAY CITY PUT THEIR PLATES ON AND THEIR INSURANCE. THE DRIVERS WENT OVER EVENTUALLY. THEY WERE WEARING THE CITY TRANSIT, LETHBRIDGE CITY TRANSIT UNIFORMS.” OF HIS TIME AS A BOARD MEMBER, SPRING SAID, “I CAME TO LETHBRIDGE IN [2005]… THE MANAGER OF THE DAY, MURRAY CAMPBELL, WAS A LONGTIME FRIEND OF MINE AND HE ASKED ME [TO BE ON THE BOARD], AND I THOUGHT WELL IT IS A VERY WORTHWHILE ORGANIZATION. IT WAS A NOT-FOR -PROFIT ORGANIZATION AND DIDN’T INVOLVE A LOT OF HOURS.” SPRING WAS ON THE BOARD UNTIL 2011. SPRING REFERRED TO HIMSELF AS “A COLLECTOR AT HEART” AND AS A RESULT GATHERED THE DONATED ARTIFACTS DURING THE LAST DAYS OF THE LETHBRIDGE HANDI-BUS ASSOCIATION IN 2011. THEY WERE IN HIS POSSESSION FOR 5 TO 7 YEARS. HE EXPLAINS, “WELL I WAS ONE OF THREE THAT CLOSED DOWN AND CLOSED OUT HANDI BUS. WE HAD TO FILE WITH TAX CANADA AND OF COURSE, WORKERS COMP AND ALL THOSE THINGS SO FINALLY WE’RE AT THAT STAGE WHERE WE CAN GET RID OF A LOT OF THE PAPER RECORDS. IT PROMPTED THAT I SHOULD MAYBE DONATE THESE TO THE GALT MUSEUM FOR PROSPERITY… [T]HAT’S JUST MY NATURE, I GUESS, TO RETAIN THINGS AND SAY ‘WELL SOMEBODY WOULD BE INTERESTED IN THIS IN A FUTURE DATE.’” THE WINTER JACKET WAS WORN BY A DRIVER NAMED WAYNE HALES WHO WAS ONE OF THE LHB EMPLOYEES WHO TRANSFERRED TO THE CITY WHEN THE ORGANIZATION WAS TAKEN OVER. WHEN SPRING WAS GATHERING ITEMS RELATED TO THE ASSOCIATION HE REACHED OUT TO HALES: “I SPOKE WITH WAYNE HALES, AND SAID I HAD SOME OTHER THINGS DID HE HAVE ANYTHING? THIS FARE BOX WAS PRODUCED BY DIAMOND MANUFACTURING IN KANSAS CITY, MISSOURI, AND USED IN LETHBRIDGE TRANSIT BUSES BETWEEN 1970 AND 2012. ON APRIL 23, 2015, COLLECTIONS TECHNICIAN INTERVIEWED DIANE BOULTON, AN EMPLOYEE WITH LETHBRIDGE TRANSIT FROM 1975 TO 2014. BOULTON SAID: “I WAS A BUS DRIVER AND THEN WENT ON TO BECOME PART OF MANAGEMENT… [THIS TYPE OF FARE BOX] WAS IN SERVICE WHEN I STARTED WITH THE DEPARTMENT IN 1975 AND HAD PROBABLY BEEN IN SERVICE FOR MAYBE FIVE TO 10 YEARS [ALREADY]. IT IS CALLED A DIAMOND FARE BOX… IT WOULD BE MOUNTED ON A STANCHION NEXT TO THE DRIVER’S COMPARTMENT… IT’S A STAINLESS STEEL CYLINDER THAT IS OPEN… AND WE WOULD SLIDE A SOLID BRASS CYLINTER UP INSIDE OF IT THAT WAS A LOCKING MECHANISM FOR THE FARE BOX… THERE WAS A LOCKING MECHANISM ON [THE] FLANGE THAT WOULD LOCK IT IN PLACE AND [IT] REQUIRED A TWO-KEY SYSTEM TO GET IN AND OUT OF… AT THE TOP, IT’S AN OPEN CYLINDER, SO SOMEBODY COULD COME IN WITH A HANDFUL OF CASH AND… YOU ARE GOING TO GET MULTIPLE TYPES OF COINS… IT’S REALLY HARD TO COUNT THE PHYSICAL FARE… SO YOU’RE TAKING THE CUSTOMER ON THEIR HONESTY… THE DRIVERS [ALSO] HAD TO PHYSICALLY COUNT WHEN WE WERE DOING PASSENGER COUNTS TO TRY AND GET SOME SORT OF STATISTICAL ANALYSIS OF HOW MANY PEOPLE WERE RIDING, WHAT FARE CATEGORIES WERE RIDING… WITH THE ELECTRONIC FARE BOX [ADOPTED BY LETHBRIDGE TRANSIT IN 2012], IT TELLS EXACTLY WHEN IT’S GOT THE ALLOTTED FARE [AND] AT THE SAME TIME IT’S TAKING YOUR FARE, IT’S COUNTING YOU AS A PASSENGER… THE ELECTRONIC FARE BOX GIVES US A HUGE AMOUNT OF DATA, THAT VERY EASILY IT OBTAINED, WHILE THIS ONE WAS MORE ONEROUS… [ANOTHER REASON] THAT WE STARTED TO SWITCH OUT WAS THAT WE STARTED TO GET DIFFICULTY IN GETTING PARTS BECAUSE THE [DIAMOND] FARE BOX ITSELF WAS FAIRLY OLD.” BOULTON CONTINUED: “BECAUSE IT’S WHAT I USED ALL THE TIME [AS A BUS DRIVER] THERE’S SOME NOSTALGIA THERE… THE SIMPLICITY OF IT… AS THINGS CHANGE AND MOVE FORWARD… IT’S KINDA NEAT… I THINK WHEN I FIRST STARTED IT WAS… $0.65 FOR AN ADULT FARE, AND $0.25 OR $0.35 FOR 17 OR UNDER CHILD FARE, AND SENIORS HAD A PASS THAT THEY RODE FREE… THERE WAS THE ODD TIME WHERE PEOPLE WOULD TRY AND FIGURE OUT A WAY TO GET THE CYLINDER OUT OF A BOTTOM OF IT… AND OCCASIONALLY THE CYLINDERS WOULD FALL OUT IF [YOU] WERE IN A HURRY WHEN YOU WERE PUTTING THEM IN AND YOU DIDN’T QUITE GET THE LOCKING MECHANISM SHUT… YOU’D BE DRIVING DOWN THE ROAD AND ALL OF A SUDDEN, BOOM! THE CYLINDER WOULD DROP OUT OF THE BOTTOM… WE HAD 50-60 OF THE DIAMOND FARE BOXES [AND] THE ACTUAL COIN CYLINDERS THAT WENT UP INSIDE, WE PROBABLY HAD 120-150 OF THOSE BECAUSE, FOR EVERY [FULL] ONE YOU DROPPED OUT, YOU HAD TO PUT ANOTHER UP AND THEY WOULD GET DROPPED OUT AT NIGHT, SO THEY WOULDN’T GET OPENED UNTIL THE NEXT MORNING [FOR FARES TO BE COUNTED].” ACCORDING TO THE ARTICLE “DIAMOND FAREBOXES ARE FOREVER”, PUBLISHED IN FEBRUARY 2013 ON BUSRIDE.COM, DIAMOND MANUFACTURING HAS PRODUCED ROUND FAREBOXES FOR COIN FARES SINCE 1947. DIAMOND-BRAND FAREBOXES ARE USED BY TRANSIT SYSTEMS IN EVERY AMERICAN STATE, THROUGHOUT CANADA, AND IN MEXICO, VENEZUELA, BERMUDA AND GUAM. THE AVERAGE LIFESPAN OF A DIAMOND FAREBOX IS 30 YEARS, WITH LITTLE MAINTENANCE REQUIRED DUE TO THE SIMPLICITY OF THE DESIGN. I CAN’T REMEMBER, BECAUSE THEY ALL WENT FROM TIME TO TIME TO THE MEETINGS FOR THE ALBERTA URBAN MUNICIPALITIES ASSOCIATION, AND THEY WERE HELD THROUGHOUT THE PROVINCE. IT’S A LOBBYING GROUP IN A WAY, FOR MUNICIPALITIES TO MAKE CHANGES IN OUR LEGISLATURE. THE FEDERATION OF CANADIAN MUNICIPALITIES WAS IN THE PAPER TODAY BECAUSE THREE CURRENT ALDERMEN WENT TO THE MEETING, AND THAT’S FEDERALLY, FOR THE FEDERAL GROUP OF MUNICIPALITIES, REPRESENTATIVES OF MUNICIPALITIES WHO GET TOGETHER TO MAKE CHANGES AT A FEDERAL LEVEL, BUT THIS IS THE PROVINCIAL LEVEL. AND IT WAS FORMED THE SAME YEAR AS THE PROVINCE, SO IT’S BEEN IN EXISTENCE FOREVER, AND RESOLUTIONS ARE PASSED BY CITY COUNCIL IF IT’S TO DO WITH, LET’S SAY, GRANT APPLICATIONS FOR ROADS, AND THE PROVINCE HAS DECIDED TO TAKE AWAY THOSE FUNDS, SO THEN THEY WOULD PASS – I’M JUST MAKING IT UP - BUT THEY WOULD PASS A RESOLUTION TO TAKE TO THIS COMMITTEE AND THEY WOULD LOBBY THEM, AND HAVE IT GO ON TO THE PROVINCE IF IT WAS PASSED BY ALL MUNICIPALITIES. BUT IT’S USUALLY THINGS THAT AFFECT EVERYBODY." WHEN ASKED ABOUT LOBBYING THAT RESULTED IN CHANGE WHILE IN THE OFFICE OF CITY CLERK, JOHNSTONE RESPONDED BY SAYING, “WELL, A LOT OF THEM HAD TO DO WITH THE MUNICIPAL GOVERNMENT ACT THAT WAS CHANGED WHILE I WAS STILL THERE. IT WAS IN THE PROCESS OF BEING REWRITTEN AND IT WAS REWRITTEN FROM A PIECE OF LEGISLATION THAT TOLD YOU WHAT YOU COULD AND COULDN’T DO. IT WAS VERY RIGID. AND THEN THEY DECIDED TO MAKE IT MUCH MORE OPEN AND SO THERE WERE THINGS THAT WERE DEAR TO COUNCIL’S HEART THAT THEY WANTED TO LEAVE IN OR TAKE OUT, OR HAVE MORE FLEXIBILITY WITH, AND SO THERE WAS QUITE A LOT OF THINGS THAT HAPPENED AROUND THAT. BUT DOES ANY ONE BIG THING STAND OUT? NO. IT PROBABLY WOULD HAVE IF YOU’D ASKED ME TEN YEARS AGO. IF THEY PASSED A RESOLUTION, THEN I WOULD OF COURSE HAVE IT RECORDED WORD FOR WORD, AND THEN PRESENT IT IN A LETTER FORM SO THAT IT WOULD GO ON TO THIS GROUP, THE AUMA, FOR THEIR AGENDA. SO ANYTHING THAT COUNCIL EVER DOES IS RECORDED IN A WAY THAT IS, IT DOESN’T MATTER IF THEY FILE IT, YOU HAVE A WRITTEN CORRESPONDENCE TELLING THAT GROUP OR PERSON THAT’S THAT WHAT HAPPENED AT COUNCIL, SO IT’S THE HUB OF EVERYTHING THAT GOES ON IN A MUNICIPALITY. I THINK A LOT OF IT WAS, IN MY DAY, AROUND ENVIRONMENTAL THINGS BECAUSE THAT’S WHEN EVERYTHING CHANGED. WE GOT RECYCLING AND ALL THAT SORT OF THING. IT WASN’T EVEN DONE, EXCEPT FOR THE BOTTLES THAT WE HAD FOR RETURNS, WE DIDN’T RECYCLE A DARN THING. AND A LOT OF THOSE ISSUES WENT TO AUMA BECAUSE IT WAS BECOMING A WIDER ISSUE. AND SO IT’S A PLACE, AND THEY SAY IT’S NOT JUST THE RESOLUTIONS, BUT COUNCIL WOULD SAY THAT TALKING TO OTHER COUNCILORS OR ALDERMEN FROM OTHER MUNICIPALITIES HELPED THEM MORE THAN THE ACTUAL MEETINGS. IT WAS MORE A SHARING OF INFORMATION ABOUT WHAT WAS GOING ON IN THE PROVINCE THAN THE ACTUAL MEETINGS. AND THAT’S WHY IT DOESN’T STAND OUT, BECAUSE ONCE YOU SENT THAT ON, WE REALLY DIDN’T KNOW IF IT REALLY CHANGED ANYTHING. YOU KNOW, IT’S KIND OF A LOBBYING GROUP AND YOU’RE NOT REALLY SURE, AND I DON’T PAY ATTENTION TO THE ISSUES ALL THE TIME BECAUSE THERE WERE TOO MANY ISSUES AND YOU GOT BOGGED DOWN WITH IT. AND WHEN MY ASSISTANT SAID, “HOW, WHY DON’T YOU CARE?” WELL, YOU CAN’T. YOU HAVE TOO MANY ISSUES AND NO TIME TO CARE ABOUT EVERY ISSUE. YOU DO WHEN YOU’RE ASSISTANT, BUT NOT WHEN YOU’RE A CLERK. SO, IF YOU CARE, YOU GO FOR IT, BUT I CAN’T CARE ANYMORE. I JUST HAVE TO MOVE THE PAPER. AND SO YOU JUST GET TO BE A PAPER SHUFFLER. NOW I CARE, BUT I DIDN’T CARE THEN. JUDY’S MOTHER WAS THE SISTER OF LOWELL’S WIFE ELINOR, AND SHE SPENT MUCH OF HER CHILDHOOD LIVING WITH THEM AND ROME MEISSER, DUE TO HER MOTHER BEING UNWELL. IN HER LATER ADULT LIFE, JUDY TOOK CARE OF “UNC” ROME AT HIS WATERTON RESIDENCE, AND BECAUSE ROME AND HIS BROTHER LOWELL DID NOT HAVE ANY LIVING DIRECT DESCENDANTS, JUDY WAS LEFT THE FAMILY BELONGINGS WHEN ROME DIED IN 2004. HE WAS JUST REALLY PERSONABLE… HE WORKED IN THE PIZZA PLACE IN WATERTON WHEN IT WAS IN THE HOUSE… [JEFFRY] SPENT LOTS OF SUMMERS IN WATERTON WITH AUNT AND UNCLE [HIS GRANDPARENTS, ELINOR AND LOWELL]… HE WAS REALLY INTO MUSIC… A VERY FASCINATING GUY… WHEN MY AUNT [ELINOR] DIED IN ’92, HE CAME RIGHT UP TO LIVE WITH MY UNCLE [UNTIL JEFFRY] BOUGHT HIS HOUSE IN PINCHER… HE LIVED AT YARROW CREEK, JUST HALFWAY BETWEEN WATERTON AND PINCHER CREEK… BUT HE WAS STILL VERY MUCH AT EVERY CHRISTMAS AND EVERY EVENT… HE WAS STILL VERY MUCH A PART OF MY UNCLE’S LIFE… HE KILLED HIMSELF IN A CAR ACCIDENT… AND WHEN WE GOT THE NEWS THAT HE DIED, MY UNCLE [ROME] JUST WENT ‘THAT’S THE END OF THE MEISSER NAME. WRIGHT SAID: “I LIVED WITH THEM AND WENT OUT TO THE FARM ALL SUMMER LONG EVERY YEAR FROM THE TIME I WAS FIVE OR SIX YEARS OLD… I JUST HONESTLY THINK THAT I AM WHO I AM TODAY BECAUSE OF MY UNCLE ROME. MY DAD WAS A STAUNCH OLD ENGLISHMAN AND HE COULDN’T RELATE TO ME. HE WAS 45 YEARS OLD WHEN I WAS BORN BUT HE COULDN’T RELATE TO ME. SO, MY UNCLE COULD… HE SHOULD HAVE BEEN MARRIED WITH AT LEAST A DOZEN CHILDREN. IN HIS EARLY NINETIES, WHEN I FIRST GOT THERE [TO WATERTON] WE’D GO GROCERY SHOPPING. I’D HAVE TO WAIT WHILE HE STOPPED AND CHATTED WITH ALL THE CHILDREN HE’D COME ACROSS. HE SHOULD HAVE HAD LOTS OF KIDS. HE JUST LOVED KIDS AND I WAS A LITTLE KID… I WAS THERE FROM PRACTICALLY BIRTH AND LIVED MONTHS AT A TIME WITH HIM… HE COULD AFFORD TO LOOK AFTER THE COMMUNITY AS WELL… HE GAVE GENEROUSLY TO [COMMUNITY ORGANIZATIONS]. HE GAVE TO THE MILK RIVER HOSPITAL. HE DONATED $200,000 FOR THE HOCKEY GIRLS’ RESIDENCE. THEY HAD NO MONEY AND THAT’S WHY WE NOW HAVE A HOCKEY GIRLS’ RESIDENCE THAT HAS A HUGE KITCHEN AND HOUSES UP TO 25 GIRLS, AND KEEPS OUR WARNER SCHOOL OPEN. SO THAT IS A VERY BIG GIFT, HIS DONATIONS. THEY ALSO STARTED A MEISSER SCHOLARSHIP IN 1967 AND TWO WEEKS AGO I WENT OUT AND GAVE THE TROPHY AND THE MONEY TO THE LAST GIRL THAT WON IT. AND IT WILL GO ON INDEFINITELY AS LONG AS THERE’S A SCHOOL…HE WAS VERY SUPPORTIVE OF CHILDREN AND EDUCATION. THE SCHOLARSHIP, THE HOCKEY GIRLS, KEEPING THE WARNER SCHOOL OPEN - BIG FOCUS FOR HIM – WAS EDUCATION AND CHILDREN… HE WAS ONE OF THOSE KIND OF PRACTICALLY ANONYMOUS DONORS IN THE PAST. HOWEVER, AS HE GOT A LITTLE OLDER, I THINK HE ENJOYED THE ATTENTION. THEY MADE A BIG DEAL ABOUT THE HOCKEY SCHOOL. THE RESIDENCE HAS GOT, HUGE, IT HAS HIS NAME ON IT BUT I DON’T THINK HE SAW THAT. AND THEY HAD HIM RIDE IN THE PARADE ONE YEAR, THE COMMUNITY RECOGNIZED HIM AS MUCH AS HE’D LET THEM RECOGNIZE HIM.” THE FOLLOWING BRIEF FAMILY HISTORY WAS DEVELOPED WITH INFORMATION FROM ROME MEISSER’S MANUSCRIPT ‘THE MEISSER’S AND OTHER RAMBLINGS’ AND DONATIONS OF FAMILY PAPERS MADE BY WRIGHT TO THE GALT ARCHIVES. THE MEISSER FAMILY PATRIARCH, MICHAEL MEISSER, WAS BORN IN SWITZERLAND IN 1830 AND IMMIGRATED TO ALMA, WISCONSIN IN 1846. HIS SON, JOHN LUTZI MEISSER MARRIED MARIE KINDSCHI ON APRIL 30, 1898 AND THEY MOVED TO WARNER, ALBERTA TO FARM IN 1910, LOOKING FOR A DRIER CLIMATE FOR MARIE, WHO SUFFERED FROM TUBERCULOSIS. THE COUPLE HAD FIVE CHILDREN: ORMA, LOWELL, JOHN (WHO DIED AT AGE TWO OF PNEUMONIA), ROME, AND MARIE. IN 1912, MOTHER MARIE DIED IN A TUBERCULOSIS CLINIC IN SALT LAKE CITY, AND FIVE YEARS LATER FATHER JOHN DIED FROM HEAD TRAUMA SUSTAINED IN A GRAIN ELEVATOR ACCIDENT. ONE OF THE CHILDREN’S PATERNAL AUNTS, FRENA, CAME TO WARNER TO HELP THEM WITH SCHOOLING AND RUNNING THE FARM. IN 1920, ORMA MARRIED LEE TENNEY AND IN 1926 LOWELL MARRIED ELINOR TENNEY, AND THE TWO COUPLES LOOKED AFTER THE TWO YOUNGER SIBLINGS UNTIL ORMA AND LEE MOVED TO CALIFORNIA IN 1931. THE YOUNGEST SISTER, MARIE, LATER JOINED THEM WITH HER SON JIM. LOWELL AND ROME FARMED TOGETHER FROM THE SEASON FOLLOWING THEIR FATHER’S DEATH (WHEN THEY WERE 17 AND 13 YEARS OLD, RESPECTIVELY) UNTIL 1945 WHEN THEIR LAND WAS DIVIDED FOR TAX BENEFIT. ROME NEVER MARRIED, AND IN 1928 HAD A SHORT STINT IN PILOT’S TRAINING BEFORE RETURNING TO FARMING PERMANENTLY. LOWELL AND ELINOR’S SON JERALD WAS BORN IN 1929. BY 1957 THE MEISSERS RETIRED FROM FARMING AND LEASED OUT THEIR LAND, AND IN 1958 THE FAMILY BOUGHT A CABIN IN WATERTON PARK, WHERE THEY SPENT ALL FOLLOWING SUMMERS. LOWELL AND ELINOR’S SON JERALD SPLIT HIS TIME BETWEEN FARMING IN SOUTHERN ALBERTA AND VARIOUS PROJECTS IN THE UNITED STATES. HE ENROLLED IN THE CATHOLIC SEMINARY IN SPOKANE, WASHINGTON, BUT PASSED AWAY IN 1990 BEFORE HE COULD BE ORDAINED. LOWELL DIED IN 1988, ELINOR FOLLOWED IN 1992, AND ROME PASSED AWAY IN 2004. AT THE TIME OF DONATION PATRICIA SASSA (DONOR) WROTE TO THE COLLECTIONS STAFF AND SAID, “SINCE MY RETIREMENT FROM PUBLIC HEALTH NURSING IN JUNE, 1998; I ACQUIRED THIS INFANT SAFETY CAR SEAT WITH THE HOPE OF BECOMING A GRANNY SOMEDAY IN THE FUTURE AS MY SON HAD BEEN MARRIED AT LEAST 5 YEARS AT THE TIME. THE HEALTH UNIT RENTED THESE “CHRYSLER LOVE SEATS” TO MAKE IT AFFORDABLE TO FAMILIES THAT CHOSE NOT TO PURCHASE THEM AT HIGHER PRICES SINCE THEY WERE USED ONLY TO 20 LBS. HOWEVER THE LIFE OF THE SEAT WAS ONLY 10 YEAR AFTER USE; ESPECIALLY THOSE LEFT IN THE VEHICLES AND EXPOSED TO SUN AND VARYING TEMPERATURES. THEY WERE THEN DESTROYED UNDER THE RULES OF TRANSPORT CANADA OR THE MANUFACTURER. SOME MANUFACTURERS HAVE SINCE CHANGED THE EXPIRY DATES TO AS EARLY AS 5 YEARS. ALTHOUGH THE EXACT YEAR THE H.U. BEGAN RENTING IS UNKNOWN, THEY DISCONTINUED THEIR RENTAL SYSTEM IN 1994, THEREFORE THE NEWER ONES WERE BEING SOLD TO FAMILIES. THAT IS WHEN I HAD THE OPPORTUNITY TO PURCHASE ONE THAT INCLUDED NEW STRAPPING. MY INTEREST IN DONATING THIS MODEL IS THAT IT APPEARS TO ME AS ONE OF THE FIRST. MY RECOLLECTION OF TRANSPORTING OUR TWO BOYS, AS WITH ALL PARENTS OF OUR ERA, WAS THAT WE CARRIED THEM IN OUR LAPS, OR ON THE BACK SEAT THAT WERE PLANKED WITH A BOARD AND SUPPORTED WITH LEGS SO THE ENTIRE BACK SEAT WAS LIKE A BED, COVERED WITH A ‘FUTON’ OR IF WE OWNED A STATION WAGON, THEY WERE JUST PLACED IN THE VERY BACK. I ALSO REMEMBER ACQUIRING A LITTLE SEAT THAT HOOKED OVER THE FRONT BENCH SO THE CHILD COULD VIES THE SCENERY AROUND HIM. TODAY AS WE CONTINUE TO OBSERVE THE NEWEST OF RULES, VARIATIONS OF SAFETY SEATS AND PRICE TAGS; IT SEEMS A MIRACLE THAT OUR CHILDREN SURVIVED. HANDMADE, MACHINE-STITCHED LINEN FLAG OF CZECHOSLOVAKIA. COMPRISED OF A BLUE TRIANGLE EMERGING FROM THE LEFT SIDE AND THE REMAINING SPACE SPLIT IN HALF, WITH WHITE FABRIC ON TOP AND RED ON BOTTOM. FABRIC IS CREASED FROM PREVIOUS FOLDING, WITH SOME MINOR FRAYING ALONG SEAMS VISIBLE AT BACK.

TRANSFER FROM GALT ARCHIVES. ACQUIRED AS PART OF THE CZECHOSLOVAK CANADIAN CULTURAL SOCIETY OF SOUTHERN ALBERTA FONDS. THIS FLAG BELONGED TO THE CZECHOSLOVAK CANADIAN CULTURAL SOCIETY OF SOUTHERN ALBERTA. THE SOCIETY WAS FOUNDED ON OCTOBER 11, 1978 AND OPERATED UNTIL ITS DISSOLUTION ON APRIL 29, 2008. THE ORGANIZATION PROMOTED THE CONTINUATION OF CZECHOSLOVAK CULTURE THROUGH LANGUAGE CLASSES, PARADES, CHRISTMAS PARTIES, AND BANQUETS, IT ALSO PROVIDED SCHOLARSHIP MONEY TO CHILDREN OF CZECHOSLOVAK ANCESTRY WHO WERE ATTENDING COLLEGE OR UNIVERSITY. NICOLE HEMBROFF, COLLECTIONS ASSISTANT, INTERVIEWED THE DONOR, PAT SASSA (NEE OKUTAKE), ON JULY 9, 2010. SASSA SAID THE "GALT ALUMNI ASSOCIATION" PROBABLY SOLD THE SPOON WHEN THE SCHOOL WAS STILL OPEN. SHE KEPT IT ON DISPLAY IN HER CHINA CUPBOARD. IT WAS A COLLECTOR'S ITEM AND SHE KEPT IT AS A MEMENTO. PAT SASSA HAS BEEN AN ACTIVE MEMBER OF THE GALT SCHOOL OF NURSING ALUMNAE SOCIETY SINCE SHE MOVED TO LETHBRIDGE IN 1993. SEE P20090023001 FOR MORE INFORMATION ON THE GALT SCHOOL OF NURSING. ACCORDING TO DONOR GARY HODGE AT TIME OF DONATION, HE RECEIVED THE ALTIMETER FROM HIS UNCLE, ART LARSON. CORRESPONDANCE BETWEEN LARSON AND "STEPHENS" (NICKNAMED STEVIE) FROM FEBRUARY 23 - MARCH 3, 1937 SHOWS THAT THEY WERE TRYING TO FIND AN ALTIMETER TO SUIT THEIR NEEDS. IT IS POSSIBLE THIS ARTIFACT IS THE "PIONEER ALTIMETER IN A SECOND HAND STORE FOR WHICH THE YID WANTED BUCKS TWO AND A HALF," STEPHENS WAS REFERRING TO. "LARSON SPENT HIS EARLY DAYS IN LETHBRIDGE WHERE HE COMPLETED HIGH SCHOOL. HIS FATHER WAS A CARPENTER AND MASTER CRAFTSMEN. LARSON BECAME INTERESTED IN AVIATION AFTER LINDBERG FLEW THE ATLANTIC. HE AND HIS FRIENDS, IVAN THOMSON AND JIM FINDLAY, BEGAN BUILDING GLIDERS IN 1929. FOR THE NEXT 10 YEARS LARSON WAS THE DRIVING FORCE BEHIND THE LETHBRIDGE GLIDING CLUB. DURING THIS TIME HE MADE WELL OVER 300 GLIDER FLIGHTS. IN 1939 HE SET ONE OF THE FIRST UNOFFICIAL GLIDING RECORDS IN CANADA. LARSON SPENT THE WAR YEARS IN CALGARY AS AN AIRFRAME INSTRUCTOR FOR THE WAR EMERGENCY TRAINING PROGRAM. IN 1947 HE RETURNED TO LETHBRIDGE WHERE HE WAS EMPLOYED AS AN ASSESSOR FOR THE CITY UNTIL HIS RETIREMENT IN 1978."
